First of all, thank-you for allowing me to participate at the Opening Session of this important meeting.  I am here with other representatives of Government: our Ambassador to Indonesia, Amb. Ma. Rosario Aguinaldo; Undersecretary Yasmin Busran-Lao, Presidential Assistant on Muslim Concerns and a member of our GPH Peace Negotiating Panel for Talks with the MILF; and OPAPP Undersecretary Joe Lorena, a member of our Technical Working Group on Power-Sharing and who has been serving as a consultant for our peace table with the MNLF.

FORT BONIFACIO, Taguig City – In its drive to push the genuine transformation of the organization, the Philippine Army will hold the Army Transformation Roadmap (ATR) commitment ceremony attended by senior military leaders here on Wednesday, November 28 at 3 p.m.

Army Chief Lt Gen Emmanuel T. Bautista will lead the senior commanders of major Army units as well as staff officers at the Army headquarters in taking their oath of commitment in upholding the ATR.

Bucari, Leon, Iloilo noong Oktubre 27, mga alas-7:30 ng umaga. Isa sa dalawang napatay ay si PFC John Philip Durana na taga-Jaena Sur, Jamindan, Capiz.

Binabati ng rebolusyonaryong mamamayan ng Timog Katagalugan ang Benito Tesorio Command-Bagong Hukbong Bayan Isabela sa matagumpay na taktikal na opensibang inilunsad laban sa 52nd Division Reconnaissance Company, nito lamang ika-17 ng Nobyembre, 2012.  Sa nasabing labanan, nasamsam ng BHB ang apat (4) na machine gun, apat (4) na ripleng M-16 at mga kagamitang militar.  Napaslang naman ang pitong (7) pasistang sundalo at nasugatan ang siyam (9) na iba pa.

Patunay ang matagumpay na taktikal na opensibang ito sa patuloy na paglakas ng rebolusyunaryong kilusan sa Cagayan Valley-Kabundukan ng Sierra Madre partikular sa probinsya ng Isabela at nagpapabulaan sa ilusyon ng Armed Forces of the Philippines (AFP) na humina na ang rebolusyunaryong kilusan sa lalawigan. Magsisilbi itong inspirasyon hindi lamang sa mamamayan ng Isabela kundi pati ng ibang rehiyon. Patunay din ito ng superyuridad ng taktika ng pakikidigmang gerilya na inilulunsand ng Bagong Hukbong Bayan (BHB) sa kanayunan.

November 28, 2012 News – Ghazali Jaafar, First Vice Chairman of the Moro Islamic Liberation Front (MILF), lauded the position of His Excellency President Benigno Simeon Aquino III to establish a coordination mechanism for development assistance following the signing of the GPH – MILF Framework Agreement on the Bangsamoro last October 15, 2012 at Malacanang Palace.


“The MILF shares the position of President Aquino and we join his call to pursue a coordination mechanism for development assistance relevant to the GPH – MILF Framework Agreement on the Bangsamoro,” Vice Chairman Jaafar.

Chief government peace negotiator Marvic Leonen today said he remained confident that the Government of the Philippines (GPH) and the Moro Islamic Liberation Front (MILF) would be able to complete the three annexes of the Framework Agreement on the Bangsamoro (FAB) by the end of the year even as the 33rd GPH-MILF Formal Exploratory Talks closed in Kuala Lumpur, Malaysia.

In a joint closing statement, Leonen and his counterpart, MILF chief negotiator Mohagher Iqbal, said the latest round of talks in Malaysia “ended in a positive note.”

CAMP GENERAL EMILIO AGUINALDO, Quezon City – The Armed Forces of the Philippines (AFP) welcomes the appointment of four Generals and four Senior Officers to major positions, including the Philippine Army’s 2nd Infantry Division, Philippine Military Academy, and Intelligence Service. The new designations were approved by the President and AFP Commander-in-Chief, Benigno S. Aquino III.

Maj. Gen. Nonato Alfredo T. Peralta Jr. will assume as the new Commander of the 2nd Infantry Division, Philippine Army (PA) replacing MGen Eduardo D Del Rosario. He is the current Superintendent of the Philippine Military Academy (PMA) based in Fort Gregorio Del Pilar in Baguio City. Peralta is a member of the (PMA) “Matapat” Class of 1979.

Mariing kinukundena ng Negotiating Panel ng National Democratic Front of the Philippines (NDFP) ang rehimeng Aquino sa inilabas nitong pabuya na nagkakahalaga ng P466.88 milyon para sa ikadarakip ng diumanong 235 lider ng rebolusyonaryong kilusan. Isa na naman itong tahasang paglabag sa umiiral na bilateral na kasunduang pangkapayapaan na nagbibigay ng mga garantiya sa kaligtasan at imunidad sa mga sangkot sa usapang pangkapayapaan. Inilalantad nito ang lubos na pag-alipusta ng rehimeng Aquino sa usapang pangkapayapaan sa NDFP.

GPH, MILF 33rd Exploratory Talks to commence in KL today



November 12, 2012 News: After the historic signing of the GPH-MILF Framework Agreement on the Bangsamoro in Manila last October 15, the government and MILF peace panels are again back to the Malaysian capital of Kuala Lumpur for the 33rd GPH-MILF Exploratory Talks which is slated to wind up on November 18. This will be 7-day grueling session with both parties tackling power-sharing, wealth-sharing, and normalization.

Both parties are expected to be in full delegation including members of the newly constituted technical working group on normalization.

The Communist Party of the Philippines (CPP) today strongly protested the issuance of a P466.8 million bounty for the capture of 235 people whom the Aquino regime claims to be leaders of the CPP, saying this will only lead to more corruption in the military, illegal arrests, torture and other grave human rights abuses.


The reward system was contained in Joint Order 14-2012 issued yesterday by the Department of National Defense and the Department of Interior and Local Government (DILG). Among the names listed in the DND-DILG order are leaders of the CPP and the National Democratic Front of the Philippines (NDFP) who are known to be actively involved in peace negotiations with the Aquino regime.

The CPP said the reward system "will only be used by military and police officials to pocket millions of pesos and commit grave violations of human rights." It cited  the recent case of 48-year old civilian security guard Rolly Panesa who was arrested together with his wife, son and daughter-in-law last October 5 in Quezon City. Panesa works at the ACP Compound in Eastwood and resides in Project 4, Quezon City.

On October 7, Panesa's arrest was public announced by officials of the AFP's 2nd ID who declared that they had arrested "Benjamin Mendoza" whom the AFP claimed was a 61-year old leading cadre of the CPP in Southern Tagalog and for whose arrest the DND-DILG had posted a P5 million reward. Panesa was severely tortured in efforts to make him confess to being "Benjamin Mendoza."

"For sure, the P5-million reward money has been used by Maj. Gen. Alan Luga to feather his nest. It was Luga who announced the so-called capture of 'Mendoza' right before his scheduled retirement."

"We can anticipate more cases of false arrests of supposed CPP leaders, especially now that they have further raised the reward money," added the CPP.

The CPP further asserted that the issuance of such bounties against revolutionary leaders seeks to demonize and criminalize the revolutionary cause and works against achieving a political resolution to the armed conflict through peace negotiations."

The CPP said the reissuance of the reward system violates the Joint Agreement on Safety and Immunity Guarantees (JASIG) which prohibits either party to subject to surveillance, arrest or criminal persecution personnel of either side who serve as officials, consultants or staff members in peace negotiations.

"The Aquino regime talks of peace but acts in a contrary manner, when it regards as criminals those who advocate and advance the struggle for national sovereignty, social justice, land reform and national industrialization and other fundamental demands of the Filipino people," said the CPP.

"What are peace negotiations to the Aquino regime but a meaningless decorative piece when it demonizes and criminalizes the act of waging revolution and armed resistance against the oppressive and exploitative system," added the CPP.

The CPP asserted that "It is a grave insult to the oppressed masses of workers and peasants that those who advance their cause for land reform, higher wages, decent jobs, lower prices and fight for national and social liberation are lined up with notorious criminals and fascists," pointing out that the DND and DILG also issued rewards for the capture of Gen. Jovito Palparan, who is wanted for extrajudicial killings, abductions and other fascist crimes.

"More and more, the Aquino regime is intensifying its Oplan Bayanihan war of suppression, saturating rural communities with its armed forces, resulting in grave and widespread cases of human rights abuses ranging from massacres to extrajudicial killings, illegal abductions and torture, indiscriminate firing and other terror tactics."

Today, we sign a Framework Agreement that can finally seal genuine, lasting peace in Mindanao. In full view of the Filipino people, and witnessed even by our friends from different parts of the world, we commit to peace: A peace that will be sustained through democratic ideals; a peace that heals and empowers; a peace that recognizes the many narratives of the Filipino people, and weaves them into a single, national aspiration for equitable progress.

We understand all too well the cycle of suffering that our people have had to go through for the past two generations. We have seen children torn from their homes, and communities, driven away from the land they have tilled. We have seen lives lost and justice sought, but because of the system’s failure to provide avenues for understanding and effective redress of grievances, many resorted to the path of vengeance and violence.

I understand the temptations that can be borne of anger. I myself lost my father to an oppressive system; I myself thirsted for justice, and was deprived of it then by the dictatorship. I empathize with our Bangsamoro brothers and sisters, [applause] and can only vow to work as hard as I can to see that the culture of impunity is dismantled, and that the foundations of righteousness and cooperation are laid. We will give our people what is truly due them: a chance to direct their lives towards advancement in a democratic, peaceful, and safe society.

This agreement not only marks a new chapter in our history; it now defines the very path we take as a people—one where opinions are heard and hope is shared; where understanding and consensus breed meaningful solutions for all stakeholders; one where every child is offered the opportunity to shape his own destiny.

Again, on behalf of the entire Filipino nation, I thank Prime Minister Dato’ Sri Muhammad Najib bin Tun Abdul Razak  and his countrymen, whose commitment to our peace process shone as a beacon of peace to the international community. [Applause] Again, let me thank Tengku Dato’ Ab Ghafar Tengku Mohamed, the Malaysian facilitator whose wisdom and experience served as a bridge towards mutual understanding. They approached this process devoid of personal aggrandizement, and acted with the honesty, earnestness, and resolve that brought both panels closer and closer to each other until consensus was reached.

I reiterate my gratitude to Secretary Ging Deles and Dean Marvic Leonen, [applause] who not only had to work tirelessly with their counterparts from the MILF, but also had to exercise great patience in the face of probing inquiry—from me especially. [Laughter and applause] Aside from their work at the negotiating table, Secretary Ging and Dean Marvic produced voluminous memos that thoroughly threshed out all the issues—and which I then had to wade through thoroughly also. I am grateful for the dedication, commitment, and sacrifice of these true exemplars of public service. [Applause]

May I thank also the MILF Chief Negotiator Mohagher Iqbal, [applause] who approached the process cognizant of our shared aspirations for peace. Mohagher Iqbal kept an open mind, which enabled compromise without sacrificing the interests of the Bangsamoro people.

Of course, I must also express my gratitude to Chairman Murad Al Haj Ibrahim of MILF, whose very able and genuine leadership provided us with a partner who, even while striving for the aspirations of the Bangsamoro people, remained an astute statesman who realized that progress lay in building consensus among the many stakeholders in the region. He led not with dogmatism or hardened ideology, but with a flexibility and open mindedness borne of trust. We all owe him our collective thanks.

I first had the opportunity to interact with Chairman Murad in Japan, in August of 2011. Back then, some commentators expressed concern; I was criticized for supposedly demeaning the Presidency by meeting with a rebel group. But I approached the meeting with Chairman Murad as a fellow Filipino; not as combatants with opposing views, but as fellow victims of a non-responsive system [applause] which has so often driven our people towards bloodshed and suffering. We looked at each other as brothers, responsible and committed to the attainment of the aspirations of our people. This mindset, I am certain, percolated throughout the negotiating process and our respective panels. We now all share in the triumph of this Framework Agreement.

I also thank the governors of the ARMM provinces for their support of this agreement, [applause] and thank them in advance for the hard work they will certainly exert so that today’s signing leads to positive changes in their provinces. [Applause] To ARMM Governor Mujiv Hataman, and Governors Jum Akbar of Basilan, Mamintal Adiong Jr. of Lanao del Sur, Toto Mangudadatu of Maguindanao, Abdusakur Tan of Sulu, and Sadikul Sahali of Tawi-Tawi: with your support, it is now only a matter of time before your region truly fulfills its promise. May I also acknowledge the presence, today, of the following other governors of areas beyond the ARMM but are adjacent to it. Starting with Governor Emmylou Mendoza, Governor Migs Dominguez, Governor Plaza, Governor Dolfo del Rosario, Governor Dimaporo. [Applause] Their presence today tells me that they will help our ARMM governors work even harder to obtain their goals. [Applause]

Let me now echo both panels’ challenge to the people: Much work remains to be done in order to fully reap the fruits of this Framework Agreement. We have commitments to fulfill, people to lead, and dreams to achieve. The details to be laid out in the annexes, in particular, provide us with a solid opportunity to expand the common ground whose principles we have already articulated through the agreement. I am confident that our faith in each other, and in the Filipino people, will not waver, and in fact will only grow even stronger in the years to come.

But as the saying goes, the devil is in the details. We are now at the beginning of a comprehensive agreement that will map out the detailed steps, detailed commitments, and detailed programs that will lead to the fulfillment of our long-term goals. We are committed to enabling our partners to transform themselves to a genuine political party that can help facilitate the region’s transition towards a truly peaceful and progressive place. This year the government has committed 8.59 billion pesos for the Transition Investment Support Plan, on top of the 12.93 billion pesos already allocated through our budget. We are committed to giving the region its rightful share, not just now but each and every time, confident that it will redound to the benefit of all citizens, and will not just line the pockets of a very select few.

And to all the partners who have long sought this peace, and who have committed to its fruition in the coming years—our friends from the international community, the academe, and civil society—thank you from the bottom of our hearts. The Filipino people share this victory with you.

I ask the entire nation, and the entire world, to join me in imagining: A Mindanao finally free from strife, where people achieve their fullest potential. A child in Lamitan will be offered the same education as a child in Quezon City; the sick of Patikul will gain access to the same healthcare as those in Pasig; tourists visiting Boracay will also have Sulu in their itineraries; a businessman will earn a profit whether he sets up shop in Marikina or Marawi. People will be empowered; they will gain knowledge and marketable skills that will thrust the economy forward. From constant displacement, there will be now a stable employment. Children who have had to witness immeasurable suffering will now get to witness a harvest; sons and daughters who have had to sweep bullet casings from their yards will now get to pick fruit; families who once cowered in fear of gunshots will now emerge from their homes to a bright new dawn of equity, justice, and peace.
Together, we move forward with a conviction to lift each other, so that in turn, our nation may grow and reach greater heights. We implore God, or Allah, to continue guiding all of us, so that our dreams may turn into concrete, tangible realities.

Honored Guests, Friends and Brothers and Sisters in Islam
Your Excellencies:
Good afternoon and assalamo ‘alaykom wa rahmatullahi wa barakatuho.

I must confess that this is the first time in my life to step on the grounds of Malacanang. Never in my wildest dream since I was a child or when I joined the Bangsamoro struggle more than 40 years ago that one day, I will see the interior of this building that once housed the Spanish and American Governors-General and now the presidents of the Philippines.

Today, I’m here not as a tourist, nor as a politician who seeks personal political favors from the President of the Philippines, but as the humble Chairman of the Moro Islamic Liberation Front (MILF) mandated by our brothers and sisters on the ground and by the Bangsamoro people to witness a historic agreement with the Government of the Republic of the Philippines under the leadership of President Benigno Simeon Aquino III would, Insha’Allah, usher in a just and enduring peace in the Bangsamoro Homeland.
It is in this context that I come in peace and to forge a partnership of peace on the basis of the Framework Agreement between the MILF and the Philippine Government.
Your Excellencies:

Almost five centuries of foreign invasions and domination had given birth to what we now call the Bangsamoro Question. In the course of these centuries of conflict, we have seen the loss of our traditional Moro sultanates; the extirpation of our sovereignty as a free Moro nation; and consequently, our relegation into a state of captivity that eradicated our Bangsamoro identity and reduced our ancestral homeland into small parcels of gerrymandered territories called provinces, all of which led to the marginalization of our people within a larger dominant Philippine society that barely took cognizance, if at all, of our forebears’ unbroken struggle for freedom even before the Philippine Republic saw the light of day in 1898 and in 1946.

These unjust conditions that sustained this conflict in our generation made it inevitable for the Moro liberation movement to emerge. And from the womb of this Moro liberation movement would be born the Moro National Liberation Front (MNLF) and, consequently, the Moro Islamic Liberation Front.

The peace negotiations that took place, first in 1976 in Tripoli, Libya, and onto 1996 in Jakarta, Indonesia, between our brethren in the MNLF and the Philippine government were all geared towards addressing the historical and current grievances of the Bangsamoro people. But unfortunately, the negotiations came short of going further deep into the root cause of the Moro Question. Thus, the appropriate political formula to correct the historical and current injustices committed on the Bangsamoro people remained elusive. Political palliatives and economic cosmetics under the rubric of counter-insurgency which were successively put in place to resolve the Moro Question proved to be failed experiments in political autonomy, the latest of which is the ARMM, and so the conflict remained that has invariably taken a heavy toll on the lives, properties and livelihoods of our people – Moro, indigenous community and settler -- in Mindanao and Sulu.

Under such dire circumstances, peace negotiations were unable to alter, let alone normalize, the adversarial relationship between the Bangsamoro people and the Philippine State. And it was this adversarial relationship that continued to fan the armed sovereignty-based conflict in our homeland and thus obstruct the attainment of a just and enduring peace as requisite to normalization.

It was for this reason that the Moro Islamic Liberation Front under the leadership of the late Chairman and Amirul Mujahideen, Sheikh Salamat Hashim, may Allah swt accept his sacrifices, decided to engage in peaceful negotiations with the Philippine government in 1997. The basic principle underlying this most important decision by the MILF leadership is that ‘negotiated political settlement is the most civilized and practical way to solve the Moro Problem’.

This principle laid down by Sheikh Salamat became a consistent policy. We, in the MILF Central Committee, did not waver and vacillate in pursuing it to the end despite the devastating three all-out wars in 2000, 2003 and 2008 waged by previous Philippine regimes on the MILF.

This was the legacy of Sheikh Salamat’s leadership which I, when I took over the chairmanship of the MILF after he passed away in 2003, inherited and continued to pursue with unflinching determination and with great personal sacrifice despite tremendous pressures from some restive quarters of our Moro populace on one hand, and provocations by forces hostile to the Bangsamoro cause on the other, to abandon peaceful negotiation and relentlessly take the path of war.

Today, it humbles me to say before you that we have stayed the course. Our perseverance has prevailed over those whose obsession is to perpetuate war and conflict in Mindanao and Sulu for self-aggrandizement.

Today, after almost 16 years of hard negotiations interspersed with armed confrontations on the ground, we have inked the most important document in this chapter of our history; a landmark document that restores to our people their Bangsamoro identity and their homeland; their right to govern themselves; and the power to forge their destiny and future with their very own hands.

Today, we are here to celebrate a victory for the Bangsamoro people and the Filipino nation that is shared by the international community and the Muslim World: a victory earned not by war but by that collective desire tempered by the inner nobility of human nature to restore justice and peace to a troubled land.

Today, we are here to put an end to that adversarial relationship between the Bangsamoro and the Philippine nation. And what makes this more significant and quite touching on our part is that this is happening under the administration of President Noynoy Aquino, whose martyred father, Senator Ninoy Aquino, and mother, the late President Cory Aquino, fought on the same side of the fence with us against the dictatorship that devastated our homeland and snuffed the lives of thousands of our people.

Today, we extend the hands of friendship and partnership to the President and the Filipino people as we jointly embark on the historic journey to rebuild our homeland, institute justice, end occupation and the reign of violence, and restore normalcy to the lives of the masses of our people in Mindanao and Sulu. With this Framework Agreement on the Bangsamoro, we pray never to see again refugee camps cramped with old folks, women and children wallowing in squalor and misery, as well as never again witness the recurring wholesale violation of human rights that comes with oppression -- all of which deface the landscape of our Bangsamoro homeland and denigrate the lofty human values long held by a civilized and just society.

Today, I would also like to announce to all that we dedicate this Framework Agreement on the Bangsamoro to our departed leaders, the late MILF Chairman Sheikh Salamat Hashim, the late MILF Vice-Chairman Aleem Abdulaziz Mimbantas, Ustadz Abukhalil Yahya, Ustadz Zainon Zaman, among others, and to all our mujahideen martyrs, whether MILF or MNLF, who sacrificed their lives for the Cause of Allah swt and for the Bangsamoro. To them, and to all the peace-loving people in this country, this Agreement shall stand as our greatest tribute.

Let me also have this opportunity to call on, and appeal to, our MNLF brethren to support the Framework Agreement, and take this historic journey with us to rebuild our Bangsamoro Homeland on the gains given to us by this Agreement. This is not the time for recriminations. This is the time for unity, the time for all of us to think, act and speak as one Bangsamoro as we summon all our strengths to face the daunting task of home rule.
Finally, on behalf of the Bangsamoro people and the Moro Islamic Liberation Front, may I extend our heartfelt thanks to His Excellency President Benigno Simeon Aquino III; His Excellency Prime Minister Dato’ Seri Najib Tun Abdul Razak; His Excellency Dr. Mahathir Mohamad, the former Prime Minister, in whose term of office peace negotiations were done in Malaysia; to His Excellency, Ekmeluddin Ihsanoglou, Secretary General of the Organization of the Islamic Cooperation (OIC); and to the Malaysian Facilitators and Secretariat.

Likewise, to all the state and non-state actors that compose the International Contact Group (ICG): the Governments of the United Kingdom, Turkey, Saudi Arabia, Japan, and its international NGO components – Conciliation Resources, Muhammadiyyah, The Asia Foundation, and Center for Humanitarian Dialogue;  and to the International Monitoring Team (IMT) and its Civilian Protection Component: Malaysia, Brunei, Libya, Japan, Norway, Indonesia and the European Union, Non-Violent Peace Force, Mindanao People’s Caucus (MPC), Mindanao Human Rights Action Center (MinHRAC) and Muslim Organization of Government Officials and Professionals (MOGOP); and to all those world organizations and countries that sent their messages of support to the Framework Agreement such as the United Nations, the European Union, the United States of America, the United Kingdom, Switzerland, Australia, Indonesia, Japan, the Organization of Islamic Cooperation;  as well to those individuals and groups in and out of our homeland who believed in the justness of our cause and who were with us through thick and thin in our long struggle for justice and peace, we convey our sincerest gratitude.
