UNFORTUNATELY THE CAMP OF MAYOR GUINGONA CONVOY PASSING BY IN THE CHECK POINT WHO ARE FIRST OPEN FIRE TO THE NPA AND IN THE LIEU OF THE SITUATION THE NPA FIRED BACK TO SUPPRESS THEM RESULTING TO KILLING OF 2 BODY GUARDS AND INJURING CIVILIANS INCLUDING THE MAYOR......

ON LEGAL ARGUMENT REGARDING THIS MATTER THE CAMP OF MAYOR RUTH ARE COMMITTING VIOLATIONS OF GUN BAN ON COMELEC RULING ON CAMPAIGNING IN THE SAID AREA OR FIESTA WHERE THEY CAME FROM BEFORE THE INCIDENT HAPPENED BRINGING THEIR GUNS PROHIBITED BY THE GOVERNMENT......THE SAID FIESTA PRESENCE OF THE MAYORS CAMP IS PART OF THE CAMPAIGN ON HER DAUGHTER WHICH THEIR SUPPORT AS MAYOR WITH ARMED BODY GUARD TO HIS DAUGHTER IS PROHIBITED BY THE GOVERNMENT... 

THE OTHER LEGAL ARGUMENT THE SAID INCIDENT IS DEEMED ENCOUNTER BETWEEN THE MAYORS GROUP AGAINST NPA CARRYING OUT GOVERNMENT POWER TO SUPPRESS INSURGENTS WHICH THE MAYOR BODY GUARD FIRED FIRST SUPPRESSING THE NPA WHO MAKE THE CHECK POINT UNFORTUNATELY THE NPA ARE EQUIPPED TO REVERSELY SUPPRESS THEM IN CARRYING PROHIBITED GUN IN THE CAMPAIGN AREA AS THE NPA OBJECTIVES IN THE AREA AS WELL AS ENCOUNTERING WHO ARE AGAINST THEM FROM GOVERNMENT OR NOT,  RESULTING TO KILLING OF BODY GUARDS AND INJURING THE MAYORS.

IN CONTRARY TO THE CHARGES OF THE GOVERNMENT TO THE NPA FOR FAIR JUSTICE THE NPA ARE COMMIT VIOLATIONS OF IHL AND HUMAN RIGHTS OR CARHRIHL AGREEMENT ON ARTICLE 4 NO 4 ONLY AND CROSS FIRE HUMAN RIGHTS VIOLATIONS WHICH THEY MAKE ENCOUNTER TO THE COMBATANT BODY GUARD WHICH IS THERE IS INNOCENT CIVILIANS IN THE AREA RESULTING TO INJURIES AND ENDANGERING THE INNOCENT CIVILIANS AND ALSO THE MAYOR IS NOT COMBATANT WHO ARE BEING CROSS FIRED DURING THE CLASH OF THE BOTH SIDE......    

THE GROSS NEGLIGENCE OF THE NPA RESULTS OF CROSS FIRE WHO ARE BEING HIT DURING THEIR GUN SHOTS EVEN THOUGH THEY AVOIDED THE HITTING OF INNOCENT CIVILIANS THEY MUST BE CHARGED OF VIOLATING THE ARTICLE 4 NO. 4 OF THE CARHRIHL ATTACKING THE COMBATANT WITH THE CIVILIANS INSTEAD OF AVOIDING THE INCIDENT OR ENCOUNTER TO SAVE CIVILIANS IN GROSS NEGLIGENCE OR CROSS FIRE TO BE HAPPEN IN THE CLASH OF THE OPPOSITE SIDE...............

THE INSURGENTS ARE REBELS THEY ARE CHARGED AS REBELS IN OUR REVISED PENAL CODE AND OTHER LAWS FOR THEM, THERE IS DISTINCTION OF THEIR ACTS PERTAINING TO THEIR REBELLION....THE ADDED CHARGES TO THEM IS IF THEY VIOLATES THE CARHRIHL OR HUMAN RIGHTS AND IHL.....THE WAR CRIMES PERTAINING TO MURDER ETC ETC ARE IN THE IHL AND HUMAN RIGHTS WHO WILL GUARANTEE ACTIONS IN THIS BARBARIC ACTS...

THE NPA ADMIT AND TAKE CHARGES FOR THEIR MISTAKES MAKING THE NECESSARY ACTIONS TO TAKE OVER THEIR MISTAKES....THIS IS GOOD FOR THEM  RECTIFYING MISTAKES TO CRITICIZED THEIR OPERATIONS AND BE GOOD NEXT TIME AND IT IS ALSO A GOOD REFLECTIONS THAT THEY STILL RESPECT THE HUMAN RIGHTS AND IHL OR CARHRIHL AGREEMENTS INSPITE OF THEIR MISTAKES AND WE ARE SURE THAT IN THE FUTURE THEY WILL RESPECT EVERY INNOCENT CIVILIANS AVOIDING THAT KIND OF MISTAKES AGAIN FOR THE SAFETY AND ENJOYMENT OF EVERYONE................

WHAT HAPPEN IN THE INCIDENT IT IS A LEGITIMATE ENCOUNTER RESULTING OF KILLING THE COMBATANTS FIRED FIRST TO NPA AND CROSS FIRE VIOLATIONS OF NPA INJURING CIVILIANS AND THERE IS NO MURDER CASE AGAINST THEM ON THE KILLING OF THE COMBATANT IT IS PART OF  REBELLION HAVING ENCOUNTER THAT WOULD RESULT OF SAD DEATH OF EACH PARTY..........

ON RESULTS OF KILLING A PERSON BEING CROSS FIRED THERE IS HUMAN RIGHTS VIOLATIONS AND PENAL SANCTIONS FOR THAT TO BE CHARGED AGAINST THE ABUSERS OR WHO COMMIT THE MISTAKES OR VIOLATIONS AND IT IS NOT MURDER CASE CASE FOR THIS GROSS NEGLIGENCE......IF THE GOVERNMENT DID THIS VIOLATIONS THEY MUST BE OUST IN THE SERVICE AND JAILED FOR MURDER BUT UNLUCKILY THEY ARE JUST BEING RETAIN AND RETRAIN ONLY OR BEING SUSPENDED FOR SOME DAYS..........

Davao City, April 23 – Government of the Philippines (GPH) peace panel chair Miriam Coronel-Ferrer lauded on Monday the ceasefire mechanism of the government and the Moro Islamic Liberation Front (MILF) during the signing of the Guidelines for Mutual Understanding for Ceasefire-Related Functions during the May 13, 2013 National and Local Elections.The MOU aims to strengthen both parties’ cooperation and further define their roles on the peaceful elections next month in order to safeguard the ceasefire and the peace process.

CAMP GENERAL EMILIO AGUINALDO, Quezon City – The Armed Forces of the Philippines (AFP) through its Human Rights Office (HRO) released today a list of human rights and election code violations committed by the New People’s Army (NPA) following their attack against Mayor Ruthie Guingona, Saturday in Ginoog City, Cagayan De Oro.

On April 14, 2013, CAFGUs Danny Sevillejo, 27, Evangeline Cabodbod,31, and Leonardo Sevillejo, 63, were captured at Sitio Greenfield, Brgy. Sta. Juana, Tagbina, Surigao del Sur, and were all taken under the custody of an NPA unit under Front 14.  Preliminary investigation was immediately undertaken to ascertain whether they have committed serious or criminal offenses against the people and the revolutionary movement.

“Nisinggit pa gani ko, mga bata mi sir, tulo ka beses, ayha sila miundang og pabuto, dayon mitubag sila, sa ibabaw ra daw sila nagpabuto, (I shouted at them three times, that we are kids, then they stopped firing and replied that they were firing at the hills,” Alvin said, adding that he immediately went to Roque when the gunfire stopped.

Presidential Adviser on the Peace Process Teresita Quintos Deles on Thursday underscored inclusivity and whole-of-government approach as among the positive characteristics of the peace process between the Government of the Philippines (GPH) and the Moro Islamic Liberation Front (MILF).

“We on the side of the government assure that there would be not only gender representation but also intergeneration and other representation (in the peace process),” she said in her speech during the Second Conference on Mediation held recently in Istanbul.

The standoff in Sabah has come to a very serious point that invites the resolution of the conflict through violence. Kuala Lumpur has already issued a response: no compromise on Malaysian national security. Either the armed contingent, 300-strong according to news reports, calling itself the "Royal Army of the Sulu Sultan" leave Sabah in peace or face ejection by the Malaysian security forces. The consequences of the latter option need no further elaboration. Patience has its limits, and the Malaysian authorities have exhausted all the patience they could muster to avoid a violent collision.
Trilateral diplomatic efforts (Malaysia, Philippines, and the Sulu sultan) to resolve the standoff seem to be wearing thin as the Sulu sultan remains intransigent.

TC to undertake consultations in areas covered by Basic Law

The Transition Commission (TC), the body mandated to draft the Bangsamoro Basic Law, is set to undertake consultations in all communities that will be covered by the law.

“If possible the last man, last woman will be consulted. Para ang resulta niyan (So that) they will own the process; they will own the basic law,” said Mohagher Iqbal, chair of the TC and head of the Moro Islamic Liberation Front (MILF) peace panel, during a press conference held after the ceremonial opening of the Commission’s first en banc meeting held on Wednesday at the Crowne Plaza Hotel in Pasig City.

CAMP GENERAL EMILIO AGUINALDO, Quezon City – The 29th Philippines-United States Balikatan Exercise will formally open tomorrow, April 5 at the Armed Forces of the Philippines (AFP) Commissioned Officers Club with top government and military officials from both countries attending as guests of honor and speakers.

Department of Foreign Affairs Secretary Albert Del Rosario, Defense Secretary Voltaire T. Gazmin, U.S. Ambassador Harry K. Thomas, AFP Chief of Staff General Emmanuel T. Bautista, AFP Command and General Staff College Commandant Maj. Gen. Virgillo O. Domingo, and U.S. Deputy Exercise Director Brig. Gen. Richard M. Simcock II are expected to attend tomorrow’s activity.

Binatikos ng Partido Komunista ng Pilipinas (PKP) ang rehimeng Aquino at ang Armed Forces of the Philippines (AFP) sa patuloy na pagkandili at pagtataas ng ranggo sa mga dumukot sa aktibistang magsasakang si Jonas Burgos noong 2007 at sa iba pang susing upisyal sa militar at depensa na responsable sa mga paglabag sa mga karapatang-tao at iba pang krimen.

Sa desisyong inilabas ilang araw na ang nakaraan, tinukoy ng Court of Appeals ang pananagutan ng AFP at mga elemento ng Philippine Army sa pagdukot noong 2007 kay Burgos sa Quezon CIty. Malaon nang iginigiit ito ng pamilya ni Burgos at ng mga organisasyon sa karapatang-tao subalit patuloy na itinatatwa ng AFP ang pananagutan nito.

Introduction of Filipino Colonial Settlements

President Manuel L. Quezon catapulted to the throne at Malacaňang in 1935 under the transitional Commonwealth Government.  Settling the indios of Luzon and Visayas in Moroland was in the agenda of the transitional government. It was deliberately aimed to reduce if not to confiscate Moro ancestral domain and envisioned to gradually drive away the Moros from their landholdings inherited from their forebears many centuries back.
For the government, the proposed settlements in Moro territory was an answer to the alleged overpopulation scare in islands of Luzon and Visayas. Momentarily, such a grand design was interrupted by the coming of the Japanese in 1941.

Except for the 4 year-interlude due to the Japanese invasion in 1941, the vicious cycle of colonization through putting up of settlements in Moro territory was the main agenda of government. It was a mockery aimed at putting into place so-called poor peasants and former members of the Hukbongbayan Laban sa Hapon (HUKBALAHAP or Huks), a guerilla group who fought against the Japanese, who returned to the folds of law in disguise of decongesting Luzon and Visayas Islands.
