Senator Bongbong Marcos said amending questioned provisions of the proposed Bangsamoro Basic Law to make it consistent with the constitution or the proponents to propose for charter change to accommodate the drastic changes the BBL would put in place are the two legal options seen as remedy for the constitutional issue of the proposed measure.


Marcos’ proposition was posted in an article at the Senate website. It was part of the prepared speech for the audiences of symposium on BBL at the Polytechnic University of the Philippines (PUP). The report said that Senator Marcos was unable to attend the event due to the ill effects of food poisoning.


Marcos, a staunch critique of the BBL, said that any version of the proposed legislation that Congress would pass must be "in the context of, and within the framework of our constitutional democracy."

The BBL is the legal translation of the peace accord between the government and the Moro Islamic Liberation Front (MILF) that aims to address the poverty and injustices committed to the Bangsamoro people.

Most of the members of the Senate have seen that the BBL is flawed with constitutional infirmities contrary to what the surviving framers of the 1987 Philippine Constitution say which opined that the BBL conforms to the constitution.

While the senate is in recess, Marcos said he will take time to craft a substitute BBL to see "our people united by a common aspiration for genuine and lasting peace, order, justice, and development not only in Mindanao, but in our entire country."

The MILF has been urging the lawmakers to pass the BBL in its original version for it was crafted to address the grievances of the Bangsamoro people and conforms to the Philippine laws.

The Philippine constitution allows the creation of an autonomous political entity in Mindanao for the Muslims in the country.

If passed into law and ratified through a plebiscite, the BBL will pave way for the establishment of Bangsamoro autonomous political entity with wider powers. It will replace the current Autonomous Region in Muslim Mindanao.
