NPA PENALIZES THE POOR

Camp Melchor F dela Cruz, Upi, Gamu, Isabela - The NPA continues its anti poor strategy thru violence by its wanton killing of government troops engaged in peace and development activities in Ilocos Sur last May 1, 2014.

The terrorist NPA recently ambushed Peace and Development Teams of the 50th Infantry Battalion which are not conducting combat operations but are in the area to facilitate and implement projects in the barangays. The troops are in these poor barangays of Ilocos Sur engaging helping the people in the towns of Cervantes and Quirino.

The NPA’s Alfredo Cesar Command justified its killing of government troops by inventing alleged human rights abuses allegedly dating as far back as 2001. For the record, the troops in the area have not received any single human rights complaint nor committed military abuse since they were deployed in the area.

In fact, the CPP-NPA-NDF in the area committed grave human rights abuses by killing their own comrades in Dominglay, Licuan-Baay, Abra. LTC DANILO DOMINGO, Commanding Officer of 41st Infantry Battalion, said that several summary executions were carried out by the NPA terrorists. Several months ago, Freddie Ligiw, Eddie Ligiw and Licuben Ligiw were liquidated by their former comrades.

This incident was reported by the relatives of the victims themselves last March 2014. According to the relatives, these killings were carried out by the NPA after Freddie Ligiw, one of victims, peacefully surrendered to the government last 2011.

Despite these atrocities committed by the NPA that resulted to the death of four soldiers (not six as was being peddled by the NPA), MGEN BENITO ANTONIO DE LEON, the Commander of the 5th Infantry Division, said that troopers will continue to serve the people of Ilocos Sur and the Cordilleras. The Army troopers will not abandon the projects that were started by the peace and development teams despite the continued violent acts of the NPA terrorists, he further averred.
