THE FILIPINO PEOPLE IS THE ONE SUFFERING THE CONFLICTS IF THE GOVERNMENT WILL NOT ENTER IN PEACE TALKS, THE GOVERNMENT WILL NOT AND CA N NOT DEFEAT THE INSURGENCY IF THERE IS OPPRESSION AND POVERTY IN THE PHILIPPINES....... Manila—Presidential Adviser on the Peace Process Teresita Quintos Deles on Tuesday said that there will be a proper and smooth transition in the leadership of the government peace panel in talks with the Communist Party of the Philippines/New People’s Army/National Democratic Front in light of chief negotiator Alexander Padilla's recent appointment as President and CEO of PhilHealth.

Former CPLA commits to peace process

FORT BONIFACIO, Taguig City – The former Cordillera People’s Liberation Army (CPLA) now members of Cordillera Forum for Peace and Development (CFPD) continue to commit to peace process by integrating its former members to the Philippine Army.

On June 26, the Army will open a special Candidate Soldier Course to absorb 168 CFPD members.

AFP Has Upper Hand Against NPA, Continues Focused-Military Operations

CAMP GENERAL EMILIO AGUINALDO, Quezon City – Amid series of attacks by the New People’s Army (NPA) against innocent civilians and unarmed government forces, the AFP is still confident that 2013 is a winning year for the Internal Peace and Security Plan (IPSP) Bayanihan.

The AFP still has the upper hand against the NPA with a 40% increase in AFP-initiated engagements against the armed rebels from 4th Quarter of 2012 to 1st Quarter of 2013. Since January up to March this year, the AFP recorded 96 focus-military operations against the NPA who only conducted 46.

To further prove IPSP’s competency, more and more NPAs are returning to the government fold. As per our record, 189 rebels have surrendered since January 1 including the 54 NPAs who surrendered last Sunday in Northern Samar.

The National Democratic Front of the Philippines-Eastern Visayas today said that 8th Infantry Division chief Gen. Gerardo Layug turned into a laughingstock after media reports of a tactical offensive by the New People's Army in Northern Samar belied his claim that the revolutionary movement in the region will soon be smashed. The media reports state that a soldier was killed and six others wounded in an NPA ambush in Brgy. Lungib, Victoria, Northern Samar last June 25 . Fr. Santiago “Ka Sanny” Salas, NDFP-EV spokesperson, also said that the military is lying in claiming that the NPA used prohibited landmines, when the NPA in fact only uses command-detonated explosives that are allowed under the laws of war. The NDFP-EV spokesperson furthermore belied the military's claim in the Philippine Star that three NPA fighters were killed last June 21 in a raid by 8th ID troops in Pinabacdao, Western Samar. Fr. Salas clarified that the report from the field says the Red fighters successfully defended themselves and all of them withdrew safely with the help of the peasant masses.

NPA Couple Surrenders to 20th Infantry Battalion

CAMP LUKBAN, Catbalogan City, Samar – Two members of New Peoples Army (NPA) identified as Lemuel Moreno and his wife Nida Moreno, voluntarily surrendered to the elements of the 20th Infantry Battalion, 8th Infantry Division, Philippine Army last June 14, 2013 at Brgy Santander, Bobon, Northern Samar. The duo brought with them two Caliber .45 pistols with two magazines and four (4) rounds of ammunition.

During the initial interview conducted, it was learned that Lemuel Moreno aka Kulas and Nida Moreno aka Mina were the Squad Leader and Medical Officer respectively of Section Committee 2 of the Northern Samar Provincial Party Committee operating in the hinterlands of Northern Samar.

CAMP GENERAL EMILIO AGUINALDO, Quezon City – The communist rebel group New People’s Army (NPA) killed five innocent civilians and burned five heavy equipment to include farm tractors and bulldozers in an attack at Esperanza Town, Agusan del Sur, yesterday morning.

In a report by the 4th Infantry Division, Philippine Army, more or less 40 armed men believed to be members of the NPA put ablaze the heavy equipment 9:30 AM, in Sitio Kamarangan, Barangay Milagros, Esperanza, Agusan del Sur.

Para sa mamamayang Pilipino, hungkag ang ipinagmamalaki ng rehimeng US-Aquino na "mabilis na pag-unlad ng ekonomya." Sa pananaw ng anakpawis, malinaw na nalulugmok sa matinding krisis ang ekonomya ng Pilipinas. Hindi ito mapasusubalian kahit ng walang awat na ngawa ni Aquino tungkol sa aniya'y "kaunlarang para sa lahat" at "matatag na pundasyon ng ekonomya."

Ang masidhing krisis panlipunan at pang-ekonomya sa Pilipinas ay kinatatampukan ng papalalang kawalan ng lupa, lalong pagkonsentra nito sa kamay ng iilang panginoong maylupa at may-ari ng malalaking plantasyon, napakalaganap na problema ng kawalan ng trabaho at pangingibang-bayan ng mga manggagawa.

Napakababa ng kita ng masang anakpawis sa kanayunan. Ang mga magsasakang wala o kulang ang lupa ay labis na pinahihirapan sa iba't ibang anyo ng pyudal at malapyudal na pagsasamantala. Todo-todo naman ang pambubusabos sa masang manggagawa sa iba't ibang anyo ng "pleksibleng paggawa" na pumapawi sa katiyakan ng kanilang  trabaho, humihila pababa sa sahod at nagkakait ng mga demokratikong karapatan. Naghihirap maging ang mga nasa panggitnang saray ng lipunan dahil sa matinding kawalan ng hanapbuhay, lubhang kakulangan ng kita, pagsirit ng arawang gastos sa pamumuhay at gastos sa edukasyon at serbisyong pangkalusugan.

The Government Negotiating Panel , through its Committee on the Cessation of Hostilities (CCCH), has been furnished the copy of the protest filed by the MILF  on June 8 regarding the arrest of four alleged members of the MILF in three separate incidents.

We are presently reviewing the documents and the circumstances pertaining to the arrests.

Initial reports submitted by the Philippine National Police to the GPH Panel Chair indicate that the law enforcement operation in Polomolok, South Cotabato on May 31 was covered by two separate search warrants against two men. The search yielded several types of ammunitions and a weapon, leading to the men’s detention.   

The arrest of another male person in Pantao Ragat, Lanao del Norte on June 8 was, on the other hand, covered by a warrant of arrest issued on the charge of frustrated murder. 
We are still awaiting information on the fourth case of protested arrest in Sultan Kudarat province that reportedly took place on May 28.

He said the military used “close air support” in the operations.

CAMP GENERAL EMILIO AGUINALDO, Quezon City – The Armed Forces of the Philippines (AFP) Chief of Staff, General Emmanuel T. Bautista along with 48 other newly-promoted Generals and Flag Officers from the military including the AFP’s first female Judge Advocate General took their oath today, June 10 at the Malacanañ Palace, Manila.

President and AFP Commander-in-Chief, Benigno S. Aquino III administered the oath-taking which took place at the Rizal Hall, Malacañan Palace.

Among the high-ranking officers who joined General Bautista were three-star generals Lieutenant General Alan R. Luga, the AFP Vice Chief of Staff, Vice Admiral Edgar L. Abogado, Philippine Military Academy Superintendent; Lt. Gen. Rustico O. Guerrero, Commander of Western Command; Lt. Gen. Roy O. Deveraturda, Commander of Central Command; and Lt. Gen. Caesar Ronnie T. Ordoyo, Commander of Southern Luzon Command.

Joining them are Rear Admiral Jaine S. Bernardino, Major General Leo Cresente M. Ferrer, RAdm. Philip L. Cacayan, Maj. Gen. Benito Antonio T. De Leon, Maj. Gen. Danilo M. Servando, Maj. Gen. Who can now say that twelve years ago (that was in 1992, when the movement was 
rumored or believed by many, in deep internal crisis, and the government was claiming strategic victory over the New People’s Army) you actually believed or could imagine that the Philippine government and the National Democratic Front of the Philippines (NDFP) would sit across each other on the negotiating table as two equal entities, hold peace talks abroad with a foreign government as a neutral third party, and sign formal agreements, such as an agreement to respect human rights and international humanitarian law?

NPA leader killed in Ifugao clash

BAYOMBONG, Nueva Vizcaya, Philippines – A leader of the New People’s Army (NPA) in the Cordilleras was among those killed in last Sunday’s encounter with government troops in Ifugao province, the Army said yesterday.

The Isabela-based 5th Infantry Division (ID) confirmed the death of Eleseo Talastas, who led around 20 NPA rebels in an early morning firefight in Aguinaldo town’s far-flung Butac village.

MONKAYO, Compostela Valley—What was supposed to be an exciting first day of school for pupils and parents in Tubo-tubo village here turned into a nightmarish scene as a deadly clash between government troops and suspected communist rebels erupted early on Monday, authorities said. 

Distraught parents rushed to the premises of Tubo-tubo Elementary School in Tubo-tubo village and grabbed their terrified children, as soldiers and New People’s Army (NPA) rebels exchanged fire on a hill some 2 kilometers away, according to Sozonte Puedan, principal of the 700-student elementary school. 

 

A young male rebel, aged between 16 to 20, was the lone fatality while two government troops, Pfc. Junrey Pioch and militiaman Sergio Ybañez, suffered nonlife-threatening wounds as the two sides fought for over an hour, Senior Superintendent Camilo Cascolan, Compostela Valley police chief, said.

I. Attacks on Democratic Rights and Freedoms

Oppression is a necessary concomitant of class exploitation. It is thus in the nature of the monopoly bourgeoisie to carry out attacks on the democratic rights and freedoms of the working class and the rest of the people in order to preserve the system of exploitation.
The monopoly bourgeoisie cannot go on extracting surplus value from the working class without the power to hire and fire the workers in every workplace, and without the state power to dominate the working class and preempt or contain the trade union movement, and even more so the revolutionary party of the proletariat. The monopoly bourgeoisie has magnified the role of the bourgeois state for repressing the proletariat and people and for waging wars of aggression for the purpose of seizing economic territory and engaging in plunder.
