II attended over the Regional Joint Peace and Security Coordinating Council
meeting (RJPSCC8) held at Headquarters 8thInfantry Division, Philippine Army
last May 28, 2015.
The RJPSCC meeting tackled pressing issues in areas of insurgency and criminality in Region 8. After the meeting, and despite some contentious issues, the participants have had a meeting of the minds on how the Army, the PNP and the LGUs can help each other in addressing the said issues.
Among the Army and PNP officers that attended the meeting were: Maj. Gen. Jet B. Velarmino, Commander 8ID; Col. Demy T. Tejares, Assistant Division Commander 8ID; Col. Dinoh A. Dolina, 802nd Brigade Commander; Col. Leoncio A. Cirunay, 801st Brigade Commander; Col. Divino Rey C. Pabayo Jr., Chief of Staff 8ID; and PCSUPT Asher A. Dolina, Regional Director, PRO 8.
While on the part of government officials, the following attended the meeting: Hon. Rolando P. Aquino, Mayor of Calbayog City; Hon. Sharee Ann T. Tan, Governor of Samar, and Hon. Mel Senen S. Sarmiento, Congressman of Calbayog City.
Secretary Roxas was warmly welcomed by the leadership of the 8ID and was rendered with traditional military arrival honors, with no less than Maj. Gen. Velarmino who accompanied him in trooping the line.
In an impromptu speech given by Secretary Roxas to the troops, recalling his experiences during typhoon Yolanda, he said that he and Defense Secretary Voltaire Gazmin were in Tacloban City a day before the landfall of the super typhoon. He recalled that their communication were cut-off like everybody else after the typhoon’s landfall in the morning of November 8, 2013 and were left helpless. At midnight of November 8, they were surprised by the knock at the door of the hotel room they were staying. When they opened the door, they saw 8ID troops who made sure that they be located. The effort of 8ID troops paved the way for them to communicate with the Commander-in-Chief, President Noynoy Aquino utilizing military means of communication.
He further stressed that we do not know how many calamities will befall us and how strong they would be, but we will overcome them, we will rise, and we will stay united, because we have 8ID in our midst here in Samar.
He also congratulated the efforts of both AFP and PNP in their campaigns in internal peace and security operations and in law enforcement operations, and further reiterated the need to strengthen our systems in order to be more prepared and responsive during disasters and calamities that may come in the future.
