CLIP Benefits 10 Former Rebels in Ilocos Sur

FORT RAMON MAGSAYSAY, Nueva Ecija – Ten (10) former rebels were awarded the Comprehensive Local Integration Program (CLIP) benefits at the Ilocos Sur Provincial Capitol in Vigan City on February 8, 2017.

Through the efforts of the Provincial Government and agencies of Ilocos Sur headed by Governor Ryan V. Singson together with Department of the Interior and Local Government of Ilocos Sur and Provincial Social Welfare Office in partnership with the 81st Infantry (Spartan) Battalion led by Lieutenant Colonel Eugenio Julio C Osias IV, the CLIP financial aid amounting to a total of Php 807,000.00 were availed by ten former rebels.


The CLIP is a livelihood assistance program of the Office of the Presidential Adviser on Peace Process (OPPAP). Aside from financial aid, cash incentives are also given to rebel returnees who also surrender their firearms, and they undergo alternative livelihood trainings to ensure their successful reintegration into mainstream society.

Present during the CLIP awarding were Major General Angelito M De Leon, Commander of the 7th Infantry (Kaugnay) Division, Philippine Army, which the 81Bn is under; and Colonel Milfredo M Melegrito, Commander of the 702nd Brigade, 7ID, PA.

Col Osias of the 81Bn said that some NPA rebels are just victims of false ideologies and should be given an avenue to communicate with the government and avail of programs that will help ease their return to peaceful living.

The Kaugnay Division and its line units will continue to welcome rebel returnees and assist them to avail of the CLIP. A total of 19 rebels surrendered to the 7ID since the declaration of ceasefire from last year to the present time, and most of them benefitted from the CLIP. Although the ceasefire with the CPP-NPA-NDF have ended, the program will continue to assist rebels who want to start anew.

In his message during the event, MGen De Leon lauded the efforts of the 81IB and the local government of Ilocos Sur. He said that despite the obstacles and challenges, efforts must continue to usher lasting peace and development.
