AFP backs PRRD order to end peace talks with Reds

MANILA -- The Armed Forces of the Philippines (AFP) supports President Rodrigo Duterte's decision to terminate peace negotiations with the Communist Party of the Philippines-New People's Army-National Democratic Front (CPP-NPA-NDF), its spokesperson said Friday.

Maj. Gen. Restituto Padilla, AFP spokesperson, said 64 soldiers, police officers and militiamen had been killed while another 127 had been wounded in various attacks and ambushes conducted by the NPA this year alone.

NPA top leaders arrested in Pagadian City

Kuta Major Cesar L Sang-an, Pulacan, Labangan, Zamboanga del Sur- The joint elements of the Armed Forces of the Philippines and the Philippine National Police authorities arrested two (2) NPA top leaders last Saturday, November 18, 2017 in Pagadian City.

The joint law enforcement operation was conducted at Brgy Balangasan, Pagadian City by virtue of Search Warrants with use of unlicensed firearms and illegal possession of explosives issued at Branch 18, RTC 9 and Warrant of Arrests under criminal case number 1936-M(201) for complex crime of direct assault with murder and robbery with no bail bond.

HOW DUTERTE SABOTAGED THE GRP-NDFP PEACE PROCESS

After several months of hard work in unilateral and bilateral meetings, the GRP and NDFP
negotiating panels were ready to do a little polishing of common drafts on November 22 and 23 in Utrecht, The Netherlands for finalization in the slated fifth round of formal talks in Oslo on November 25 to 27, 2017.

The common drafts were those pertaining to:
  1. the general amnesty and release of all political prisoners in compliance with the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL),
  2. the coordinated unilateral ceasefires (CUC) as the advance from a stand down type of ceasefire from the fifth to the sixth round of formal talks in January 2018; and
  3. Part I Agrarian Reform and Rural Development (ARRD) and Part II National Industrialization and Economic Development (NIED) of the Comprehensive Agreement on Social and Economic Reforms (CASER).
The GRP AND NDFP Negotiating Panels were so happy and confident that they would be able to initial the CASER and the agreements on the general amnesty and release of all political prisoners and the coordinated unilateral ceasefires at the closing session of the fifth round of formal talks and formally sign all of these at the closing ceremony of the sixth round in January 2018.

The Sustainable Initiatives of Grassroots and Networks for BBL (#SignNewBBL) in partnership with the Committee on Tarbiyyah of the MILF Central Committee held meeting yesterday, November 23rd in preparation for the upcoming Bangsamoro Assembly on November 26- 27, 017.

 “A Walk for BBL” initiative will be spearheaded by the coalition that aims to support the Bangsamoro Transition Commission (BTC) being the lead organizer of the assembly.

Margarita, Samar as“Stable Internal Peace and Security Condition” on November 13, 2017 at the Municipal Covered Court, Sta. Margarita, Samar.

The highlight of the event was the reading of the declaration as stated in the Municipal Resolution #43, s2017, reading of the Memorandum of Agreement (MOA) and the signing of the Pledge of Commitment by Hon. Gemma P. Zosa, Municipal Mayor of Sta. Margarita, Samar.

Despite of Duterte’s almost-half-a-year martial law in Mindanao, several operatives of the New People’s Army – North Central Mindanao Region (NPA-NCMR) were still able to launch tactical offensives. Among these was the military action in Agusan del Norte by the end of October.

The Planning Workshop on Community-based Prevention of Violent Extremism spearheaded by the Bangsamoro Development Agency (BDA) formally started on November 7, 2017 at Microtel, Davao City. 

 The opening program was graced by the Chair of the MILF Peace Implementing Panel Mohagher M. Iqbal, and other prominent personalities, while participants are representatives of various sectors of Bangsamoro Society, etc. The Asia Foundation (TAF) and the Centre for Humanitarian Dialogue (CHD) are sponsoring the activity.
