CPP hit over ‘lies’ in Catubig clash
TACLOBAN CITY—The Armed Forces of the Philippines castigated the Communist Party of the Philippines for spreading lies regarding the circumstances that led to the death of two children during a military encounter in Catubig, Northern Samar, on 8 February.
Capt. Ryan Layug, spokesman of the 8th Infantry Division, said the communist New People’s Army (NPA) should show integrity and accept responsibility in the death of the two minors and indemnify their families for the loss.
“The victims have spoken, one of the children that died on the hospital narrated to his parents that the gunshots came from the direction of NPA. Other survivors tell the same story,” Layug said.
The National Democratic Front, in a statement published in Philippine Revolution Web Central last 22 February, said the death of the two children and the wounding of another child was a result of indiscriminate strafing by the 20th Infantry Battalion.
Quoting Coni Ledesma, head of the NDF’s Special Office for the Protection of Children, based on reports from NDF in Eastern Visayas and NPA’s Efren Martires Command, the communist groups denied that the children were hit by the NPA during a crossfire.
Ledesma said the offensive operation conducted by the NPA guerrillas, which resulted in the death of two fascist troops, was in another location.
“The AFP and the Duterte regime, are spinning lies to cover up their war crimes against the people and crimes against humanity. This latest crime violates the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law, and international conventions on the conduct of war and the protection of civilians,” Ledesma said.
Ledesma added, quoting reports from the NPA and NDFP in EV, that the AFP gave several thousand pesos to the victims’ families apparently to “silence” them, cover up the crime and discourage them from filing criminal complaints against the responsible troops.
The children identified as Andre Mercado (12) and Leandro Alivio (13) died and two others were injured when NPA rebels attacked soldiers patrolling in the remote Roxas village in Catubig.
According to the military, the civilians were in the area to gather coconuts while the soldiers were patrolling in response to reports of extortion activities by the NPA.
Layug said the Catubig incident is just the latest of the many attacks that the NPAs have launched despite the presence of civilians. He said the NPAs also did a simultaneous strafing in three barangays last year that wounded one soldier.
