BARMM’s 2nd BDP officially launched


Cotabato City-After series of painstaking coordinative processes, collaborative works and technical write shops during its formulation stage, the presentation as well of its draft to the BTA, the 2nd Bangsamoro Development Plan (BDP) 2023-2028 was officially launched in an eventful ceremony held in Cotabato City on April 12, 2023. 

The Shariff Kabungsuan Cultural Complex (SKCC) in the Bangsamoro Government Center (BGC) was jampacked that day with guests and visitors consisting of personalities from the national government, foreign dignitaries and those from the international development partners, ranking AFP and PNP personnel, representatives from the government line agencies, BARMM parliament members, ministers, officials and agency chiefs, planners, LGU chiefs executives and other local political leaders, non-government organizations and others in the civil society organizations, religious sector, academe, and media personnel.

NEDA Undersecretary Carlos O. Abad Santos who came all the way from Manila generously remarked, “Today, we mark another milestone as we launch the second Bangsamoro Development Plan, or BDP 2023-2028. Since its first formulation in 2020, the BDP is instrumental in laying meaningful development strategies and governance reforms towards the realization of the Bangsamoro people’s aspiration for self-determination.”

The launch event was facilitated by the Bangsamoro Planning and Development Authority (BPDA). In his presentation, BPDA Director General Engr. Mohajirin T. Ali, MNSA stressed: “BARMM, being a vast region in terms of geographical feature and of culture, it is very necessary that a plan is inclusive and responsive to the needs of all sectors in the Bangsamoro.”

In essence, the event marked BARMM’s official adoption of the document as the midterm regional development plan of the Bangsamoro autonomous region consisting of policy and development priorities and strategies for the next six years from 2023 to 2028 since its crafting in 2022.

BARMM Chief Minister Hon. Ahod B. Ebrahim, in his keynote piece, hailed the official launch of the document and described the plan as “… a major accomplishment for every Bangsamoro, as it sets the development trusts, priorities and strategies of the government for a six period from 2023 to 2028.”

The 2nd BDP is said to be horizontally aligned with thereby linked and supportive to the 12-point agenda of the Bangsamoro autonomous region whereby its development trusts and priorities are translated into concrete projects, these all being stipulated in the Bangsamoro Development Investment Program (BDIP).

A development investment program is a planning document which specifically identifies programs, activities, and projects (PAPs) to be appropriated usually in the annual budgeting.

Likewise, in his speech, Senior Minister Abdulraof A. Macacua made the same notes about the 2nd BDP. Specifically, “through this plan and the implementation of our priority programs and projects, we are getting closer to realizing our aspiration for the Bangsamoro,” he said.

Macacua is now the appointed Governor of Maguindanao 2 province. He was sworn into office by His Excellency Ferdinand “BongBong” Romualdez Marcos, Jr. at the Malacanang Palace in Manila last April 6, 2023.

As the 2nd BDP is vertically aligned with the MinDA’s Mindanao Development Plans, the 8-Point Development Agenda of President Marcos, Jr., the Philippine Development Plan 2023-2028 and the 2030 Sustainable Development Goals, most have expressed optimism as to development roadmap that BARMM is treading on and the bright prospect it is heading to.

MinDA Director III Olie B. Dagal conveyed such confidence with the promising trend observed in the BARMM. With the launching of the 2nd BDP, “We also hope that the positive transformation that is happening in the BARMM would reinvigorate interest among investors and entrepreneurs leading to jobs creations and reduction of poverty,” Dagal said.

The international development partners, who were in actual attendance or through Zoom either, congratulated the BPDA for having successfully dispensed such a huge task. They pledged continuous support to the BARMM as they did since the transition period of the Bangsamoro autonomous region. BARMM is now in its four years foundation anniversary.

Finally, with the sounding of the gong, the launch event culminated in the unveiling of a copy of the 2nd BDP sample placed inside a transparent acrylic glass by CM Ebrahim, SM Macacua and DG Ali.
