The Royal Norwegian Government hosted and facilitated the meeting. The GPH Special Representatives were Secretary Ronald Llamas, Presidential Adviser for Political Affairs, GPH Negotiating Panel Chairperson Alexander Padilla, Efren Moncupa, GPH Panel Member, Undersecretary Chito Gascon (OPAPA) and Director Maria Clara Munsayac-Villarta, GPH Panel Secretariat Head. The NDFP Special Representatives were Prof. Jose Maria Sison, Founding Chairman of the CPP, NDFP Negotiating Panel Chairperson Luis Jalandoni, Fidel Agcaoili and Coni Ledesma, NDFP Panel members. They were assisted by Vicente Ladlad, Political Consultant, Edre U. Olalis, Legal Consultant, Ruth de Leon, NDFP Panel Secretariat Head, and Rosario Agcaoili, staff. The Royal Norwegian Government as facilitator was represented by His Excellency Ambassador Ture Lundh who was accompanied by Senior Adviser Sverre Johan Kvale and Adviser Linn Kaja Rogstad. 1. The GPH and NDFP Special Representatives agreed to carry on the discussions pertaining to the following subjects: 1.1. Common declaration of national unity and just peace 1.2. Further upholding national independence, democracy and human rights 1.3. Committee for National Unity, Peace and Development 1.4. Agrarian reform, rural development and national industrialization 1.5. Truce 2. As earlier agreed upon, they confirmed the nationwide ceasefire from December 20, 2012 to January 15, 2013. 3. UPDATES DECEMBER 28, 2012 --------------------------------------------------- links: http://theprwcblogs.blogspot.com/2012/12/cpp-to-aquino-issue-reciprocal.html#more CPP to Aquino: Issue reciprocal ceasefire order, or else...Information Bureau Communist Party of the Philippines December 27, 2012 The Communist Party of the Philippines (CPP) today demanded that the Aquino regime immediately order an extension of his earlier ceasefire declaration to reciprocate the one issued by the CPP Central Committee a week ago, in accordance with an agreement forged in a meeting on December 17-18 in The Hague, The Netherlands between special representatives from the Aquino government and special representatives of the National Democratic Front of the Philippines (NDFP). The temporary ceasefire covering the period from December 20 to January 15 was agreed upon to create favorable conditions for the resumption of peace talks in January. It was contained in a joint communique dated December 18 and authenticated by Ambassador Ture Lundh, special envoy of the Royal Norwegian Government to the NDFP-GPH Peace Negotiations. A ceasefire order for the said period was consequently issued by the CPP Central Committee on December 20. The National Democratic Front-Mindanao had by then already declared a ceasefire from December 5 to January 3 to units of the New People's Army (NPA) in the island's calamity-stricken areas to allow for unhampered relief and rehabilitation work and facilitate the NPA's own efforts to assist the victims, especially the impoverished masses in the guerrilla zones. The CPP's ceasefire order extends the ceasefire period of the revolutionary forces in Mindanao to January 15. "More than a week has passed and Aquino, as principal of the GPH and commander-in-chief of the Armed Forces of the Philippines, has yet to issue a reciprocal ceasefire order that would extend his earlier declaration covering the period from December 16 to January 2," pointed out the CPP. "Aquino's failure to promptly issue his own unilateral ceasefire order in accordance with the agreement reached between the NDFP and his government's special representatives raises serious questions about his government's sincerity in pursuing peace negotiations. If he does not issue a corresponding ceasefire declaration soon, the CPP and the NDFP would have to consider the option of cutting short the duration of its unilateral ceasefire order." "Compounding the regime's failure to reciprocate the CPP's extended ceasefire declaration, the AFP continues to brazenly commit human rights violations in outright disregard of its own Yuletide ceasefire order," pointed out the CPP. The CPP cited the arrest and torture on December 21 of five residents of Mulanay, Quezon by elements of the 74th IB. The victims are being falsely accused of being NPA members. The CPP also cited the reported arrest last December 25 of Filemon Mendrez in Manjuyod, Negros Oriental. Mendrez is said to be among those listed in the DILG's secret list containing the names of 235 alleged leaders of the revolutionary movement which serves as a virtual Order of Battle for the AFP and other state armed agents. "Despite its own ceasefire declaration, the AFP continues to carry out counter-guerrilla operations under the guise of peace and order operations. AFP soldiers continue to set up checkpoints and maintain an armed presence in communities to conduct intelligence operations and intimidate the people, in pursuit of the AFP's Oplan Bayanihan war of suppression."

Maguindanao town holds huge advocacy on Framework Agreement

December 26, 2012 News:Nearly 15,000 people, mostly Moros, from the
provinces of Maguindanao, North Cotabato, Sultan Kudarat and Bukidnon
attended what organizers called “Centralized Advocacy on Framework
Agreement on the Bangsamoro” at Pagulangan, Maguindanao last December
24, 2012.
Pagalungan where MILF Camp Rajahmuda is situated, was the native
place of Bangsamoro revolutionary leaders like Datu Udtog Matalam who
founded the Mindanao Independence Movement (MIM), the late Salipada
Pendatun, one of the founding members of the Bangsamoro Liberation
Organization (BMLO), and Salamat Hashim, the late MILF Chairman. It was
the provincial capital of the former Cotabato Empire province from 1967 -
1973.
Hon. Mayor Datu Norodin Matalam together with his council, in
coordination with BIAF and MILF political committee in the area,
spearheaded the information activity.
Eastern Mindanao Front Commander Jack Abas explained the rationale of
the program: “This advocacy aims to provide correct reading, proper
understanding and providing clear direction to the 40 year-old MILF led
Bangsamoro struggle. No other than the FAB crafter is invited to provide
clear and firsthand information.”
“I am repeating to you, BIAF members, the follow-up order from our
Chief-of-Staff Sammy Al-Mansour to refrain from public displaying of
your guns and fatigue uniforms because it is disrespect to the
organization”, he ended.
International Monitoring Team (IMT) Deputy Head of Mission Gen. Dato
Mohd Zulkafli thanked the participants whom he observed remained very
happy and optimistic since the signing of the FAB.
He reiterated that IMT’s mission since its inception in 2004 is for
people to live peacefully without conflict. “2012 is the most
significant year for the Bangsamoro people because FAB is signed. Now BM
people could live in prosperity and live in a peaceful life”, he
explained.
“With the FAB signed IMT will stay until 2016. Be patient, follow the
instructions from the Central Committee because you’re almost there…
have faith in them… that is what the Central Committee wants now… Don’t
waste the situation… Don’t take matters to your hand”, the General
appealed.
Von Al Haqq MILF CCCH Chairman and BIAF spokesperson said, “FAB
signing doesn’t mean that MILF CCCH work would cease to exist. Nay,
ceasefire mechanisms would still be strengthened because in this
situation the whole world is looking at MILF especially international
communities, so that they would be able to witness that MILF
particularly BIAF is very strict in adhering to policies. Ceasefire is a
policy... Ceasefire is still holding and very effective in the ground”,
he pointed out.
Welcomed by chanting of Allahu Akbar (God is great), MILF Central
Committee on Information and Chairman of its negotiating panel since
2003, Mohagher Iqbal, explained the Bangsamoro gains in this signed FAB.
“My part is a very difficult task because I need to balance
transparency and confidentiality in order to be understood properly”,
Iqbal told the crowd.
“Since MILF started negotiating with the Philippine government in
1997, both parties already signed more than 90 documents, and marred by
bloody wars the biggest of them were on 2000, 2003 and 2008. Negotiation
is useful because GPH and MILF are in common belief that no parties can
win the war in the battlefield. In this case, negotiation becomes the
practical way and win-win approach in solving the problem”, he
explained.”
Among the gains in the FAB, Iqbal highlighted, are acceptance of
Bangsamoro identity, political empowerment of the Bangsamoro people,
economic empowerment, as well as social and cultural empowerment.
“To assure that we are in the right track and the negotiation ends
successfully, we have instituted safeguards: both panel will still exist
to the last item of the talks; meaning, they would not be abolished; no
unilateral implementation of the agreement; there would be third party
monitoring; there shall be an organized joint normalization commission,”
Iqbal explained.
He told the people that he believed President Benigno Aquino III is sincere in resolving the peace in Mindanao.
Sultan Kudarat Mayor Hon. Datu Ahmed Tucao Mastura said, “This activity symbolizes that peace is taking legitimacy in Mindanao”.
He then appealed to others who are not authorized to speak FAB in the public to stop doing it because they would mislead people.
“I challenge you Bangsamoro especially the datus (traditional
leaders) living in the core territories to help the government and the
MILF in campaigning for FAB’ acceptance in the areas of Sultan Kudarat,
North Cotabato, Lanao del Norte, portion of Bukidnon as far as Palawan
so that they would be able to know that FAB is for all”, he ended.
Former Maguindanao Congressman Datu Jimmy Matalam, urged Bangsamoro
to support FAB because it was a product of hard negotiation and it is
good agreement.
“I studied it very well and I found it to be good for our people,” he told the audience.
Ustadz Rahib Pantog, MILF Shariah head of its Ligawasan province, gave the closing prayer.

GPH, NDF agree to nationwide ceasefire; continue talks under Special Track
Posted on Thursday, 20 December, 2012 - 10:39The two parties which met on December 17-18 at The Hague agreed to continue discussions on several issues including a possible truce. The meeting was facilitated by Ambassador Ture Lundh of the Royal Norwegian Government.
"We agreed to discuss the forging of a Common Declaration of National Unity and Just Peace, which upon signing by the Parties will trigger the immediate implementation of a truce," government chief negotiator Alexander Padilla said.
Both sides agreed to exchange comments on their respective drafts of the Common Declaration and to meet early next year to work towards its finalization.
According to the press communiqué signed by Lundh, the parties likewise agreed to resume talks on “further upholding national independence, democracy and human rights; committee of national unity, peace and development; agrarian reform, rural development and national industrialization.”
The issue of prisoner release was not discussed during the meeting on the Special Track.
"The GPH (Government of the Philippines) reiterated that this (prisoner release) is not a proper subject of the Special Track which should not be burdened by any preconditions as earlier agreed by the Parties," Padilla said.
It may be recalled that this issue has caused the impasse in the peace negotiations for the last two years.
Meanwhile, Deles extended her gratitude to the Norwegian facilitator.
“We thank the Royal Norwegian Government for its untiring efforts in supporting the peace negotiations.”
Joining Padilla were Office of the Presidential Adviser on Political Affairs (OPAPA) Secretary Ronald Llamas, peace panel member Efren Moncupa, OPAPA Undersecretary Chito Gascon, and GPH panel secretariat head Carla Villarta.

Upon the recommendation of the Negotiating Panel of the National Democratic Front of the Philippines (NDFP), the Central Committee of the Communist Party of the Philippines hereby declares to all commands and units of the New People's Army (NPA) and the people's militias a ceasefire order that will take effect from 00:00H of 20 December 2012 to 23:59 of 15 January 2013.
This ceasefire order is being issued in sync with a similar ceasefire order to be issued by the officials of the Government of the Republic of the Philippines (GPH) as agreed upon in a special meeting between the NDFP's special representatives and their counterparts in the GPH last 17-18 December in The Hague, Netherlands, hosted and facilitated by the Royal Norweigian Government.
This ceasefire order is being issued in solidarity with the Filipino people's traditional celebrations of Christmas and New Year holidays. This will also enable the revolutionary forces to carry out mass assemblies and public demonstrations to mark the 44th anniversary of the CPP and celebrate revolutionary victories of the past year.
This ceasefire order extends the earlier ceasefire declaration issued by the National Democratic Front-Mindanao for NPA units operating in areas devastated by typhoon Pablo covering the period December 5, 2012 to January 3, 2013. By extending the ceasefire, NPA units in the devastated areas can continue with rehabilitation work and assist the disaster victims in resuming their livelihood.
This ceasefire order is also being issued in support of efforts to jumpstart the NDFP-GPH peace negotiations. The NDFP-GPH talks have been stalled over the past two years as a result of the adamant refusal of the GPH to comply with previous agreements. The revolutionary forces anticipate that the synchronized issuance of a ceasefire order by the NDFP and GPH forces will propel the GPH to release consultants of the NDFP as well as political prisoners who were arrested and continue to be detained in violation of the Joint Agreement on Safety and Immunity Guarantees (JASIG) and the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CAHRIHL).
During the ceasefire period, all NPA units and people's militias shall cease and desist from carrying out offensive military operations against the armed units and personnel of the Armed Forces of the Philippines (AFP), the Philippine National Police (PNP) and other paramilitary and armed groups attached to the Government of the Republic of the Philippines.
Personnel of the AFP and PNP who have no serious liabilities other than their membership in their armed units shall not be subjected to arrest or punitive actions. They may be allowed individually to enter the territory of the people’s democratic government to make personal visits to relatives and friends.
While all units of the NPA and the people's militias shall be on defensive mode at both the strategic and tactical levels, they shall nonetheless maintain a high degree of militancy and vigilance against any hostile actions or movements of the enemy armed forces including encroachment on the territory of the people's democratic government, surveillance and other offensive operations including so-called "peace and development", "civil-military" or "peace and order" operations. Active-defense operations shall be undertaken only in the face of clear and imminent danger and actual armed attack by the enemy forces.
All branches and committees of the CPP, units of the NPA and people's militias and revolutionary mass organizations should closely monitor any hostile actions being carried out by the enemy armed forces. Such information should be reported to the concerned commands of the New People's Army and leadership of the Communist Party of the Philippines.

The revolutionary forces anticipate that the synchronized issuance of a ceasefire order by the NDFP and GPH forces will propel the GPH to release consultants of the NDFP as well as political prisoners who were arrested and continue to be detained in violation of the Joint Agreement on Safety and Immunity Guarantees (JASIG) and the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CAHRIHL).
During the ceasefire period, all NPA units and people's militias shall cease and desist from carrying out offensive military operations against the armed units and personnel of the Armed Forces of the Philippines (AFP), the Philippine National Police (PNP) and other paramilitary and armed groups attached to the Government of the Republic of the Philippines.
Personnel of the AFP and PNP who have no serious liabilities other than their membership in their armed units shall not be subjected to arrest or punitive actions. They may be allowed individually to enter the territory of the people’s democratic government to make personal visits to relatives and friends.
While all units of the NPA and the people's militias shall be on defensive mode at both the strategic and tactical levels, they shall nonetheless maintain a high degree of militancy and vigilance against any hostile actions or movements of the enemy armed forces including encroachment on the territory of the people's democratic government, surveillance and other offensive operations including so-called "peace and development", "civil-military" or "peace and order" operations. Active-defense operations shall be undertaken only in the face of clear and imminent danger and actual armed attack by the enemy forces.
All branches and committees of the CPP, units of the NPA and people's militias and revolutionary mass organizations should closely monitor any hostile actions being carried out by the enemy armed forces. Such information should be reported to the concerned commands of the New People's Army and leadership of the Communist Party of the Philippines.

Thousands benefit from civic action
FORT BONIFACIO, Taguig City – Thousands
of residents benefit from the joint civic action conducted by the Army’s
Civil Military Operations Group (CMOG) in partnership with the Army
Reserve Command (NCR RCDG), other government agencies and non-government
organizations.
Colonel Cirilito Sobejana, the Commander of CMOG said that his unit
carried out the said activity in partnership with several civilian
organizations and governmen agencies.
At least 100 people including soldiers,
officers and special visitors from the academe and religious sector
attended the ceremony at 10 a.m.
Eight medical doctors and six dentists
extended their free services to the residents during the medical and
dental mission.
The group also provided free medicines, haircut and massage to residents
who flocked to avail of the said program. They also offered gifts and
prepared parlor games for the children.
“Through this simple act of giving, we
hope that we had made a difference in the lives of the residents. We
will continue to partner with the different stakeholders to help our
countrymen, especially the less fortunate,” said Sobejana.
The multi-sectoral approach and inter-agency collaboration in delivering
basic services to the communities is part of the Army’s Internal Peace
and Security Plan (IPSP) Bayanihan.

in Kuala Lumpur had ended in a “technical” impasse after the Malaysian
facilitator, Dato Tengku Ab’ Ghaafar bin Mohamed, adjourned the session
Saturday night at 7:30 without a closing program, joint statement, and
date for the next round of talks.
The MILF peace panel did not push for a joint statement and date for the next round of talks, saying that there are no formal agreements whether in the level of the panel or of the technical working groups (TWGs) that merited mentioning or acknowledgment.
However, in all other aspects of the talks, the parties have made tremendous gains on the four Annexes, Power sharing, Wealth sharing, Modalities and Arrangements, and Normalization. The work on power-sharing is 95% settled; on wealth-sharing, 60% settled; on Modalities and Arrangement, 99%; and on Normalization, 30%. This was the estimate of one member of the MILF peace panel secretariat, who requested anonymity, for lack of authority to speak on the matter.
As early as the second part of the plenary session last night, MILF peace panel chair, Mohagher Iqbal, had forewarned the parties for the record that the two panels were heading for a “technical impasse” after a grueling session that started in the TWG level the other day on the issue whether the MILF would lead the Bangsamoro Transition Authority (BTA). The government peace panel wanted the “Bangsamoro” to lead it, which the MILF argued as a menu for the “struggle of the fittest and chaos” as this would imply that the chairman of the BTA is open for grabs.
In an interview with Luwaran, Iqbal said that he does not believe this position of the government peace panel reflects the thinking of President Benigno Aquino III.
MILF peace panel member, Abhoud Syed Lingga, advanced the idea that the series of events both in the international and domestic fronts pointed to efforts to ‘reconcile’ the GPH-MNLF Final Peace Agreement of 1996 and the GPH-MILF Framework Agreement on the Bangsamoro.
However, he refused to add more details on the issue, saying let everyone discover the truth.
Another MILF peace panel member, Maulana Alonto, who was sitting in the Panel-to-Panel TWG discussion on Modalities and Transitional Arrangements, told their counterparts in government that the MILF leading the BTA is a non-negotiable matter, arguing that the MILF has long been the partner of the government in peace-making in the 16 long years of negotiation and after it signed the FAB; but all of a sudden, the government would replace it with strangers to the talks. In the plenary session of the panels that climaxed the end of the talks, Alonto pointedly told the GPH Peace Panel that the ‘MILF-led BTA’ formulation that has been reflected in the Modalities and Transitional Arrangement Annex draft is a crucial position that the MILF Peace Panel can never abandon and therefore it is a “take it or leave it” proposition to which the GPH Peace Panel should give serious thought to before rejecting or modifying it.
“This treatment is not reasonable, fair, and humane,” Datu Antonio Kinoc, alternate member of the MILF peace panel, lamented.

Opening Statement of GPH Chief Negotiator Miriam Coronel-Ferrer on the 34th GPH-MILF Formal Exploratory Talks
Posted on Wednesday, 12 December, 2012 - 14:23Esteemed friends and partners in the peace process, I now join you in formally opening the 34th Exploratory Talks, the 15th formal meeting under the incumbent administration, today on 12-12-12.
I do this now in a different capacity from the past times that we have come to Kuala Lumpur.
Today, I come as the new chair of the Government Panel for Talks with the MILF -- so designated to this position of responsibility by the President of the Republic of the Philippines Benigno Aquino III.
May I therefore submit at the onset my credentials to the Malaysian government, through our beloved Third-party Facilitator, Tengku Datu Abdul Ghafar bin Tengku Mohamed.
And of course, through the Facilitator, the certified copy of the appointment paper for
ourmost patient and most gracious negotiating partner, Brother Mohager Iqbal and his delegation.
And before anything else, allow me, in behalf of our delegation, to also extend our belated birthday greetings to Tengku Gaafar who celebrated his 64th birthday yesterday.
To our dearest Tengku, may you grow, glow, and go with more wisdom and serenity in the years to come.
We are also bringing with us a special gift. We were not aware what this gift was all about. Our office was just asked to pick up a package at the Palace with the instruction to bring it to Kuala Lumpur during this round.
It is a gift for Mrs. Murad from no other than the President’s sister, Kris Aquino. May we request Brother Iqbal to deliver, in behalf of Ms. Aquino, to the family of MILF chair, Ebrahim “Kagi” Murad, this framed and autographed photo of Ms. Aquino with an entourage of MILF women. Ms. Aquino had thoughtfully remembered her charming encounter with the MILF ladies at the signing of the Framework Agreement in Malacanang last October 15.
We have also added other photos as souvenir for chairman Murad.
To the hardworking members of the Malaysian secretariat under Madame Che Kasna, and to the illustrious members of the International Contact Group who have kept the faith with us every step of the way: our traveling companions from the governments of UK, Japan, Turkey and Saudi Arabia; from the INGOs, CR, The Asia Foundation, CHD and Muhammadiyah:
It is a pleasure to once again see you and be with you in the next days. We bear no gifts for you other than the gift of companionship. (But if you want signed photographs with our President, Kris Aquino, or the former chair now associate justice Marvic Leonen, I'm sure it can be arranged.)
We have returned here in Kuala Lumpur with high hopes. After the fateful 32nd Exploratory Talks last October 1-7 when we completed the Framework Agreement on the Bangsamoro, and the 33rd round where we auspiciously convened for the first time our Technical Working Group on Normalization, we have come back to Kuala Lumpur with fortitude to resume our work.
We have returned confident of the wide public support back home for a process that has concluded one phase and began another.
We are here with a fortified team. Joining our panel members on the table here, in addition to former Agriculture Secretary Senen Bacani, Undersecretary/Presidential Adviser for Muslim Concerns Bai Yasmin Busran Lao,and MSU Professor Dr Hamid Barra. We have asked the Chair of the National Commission on Muslim Filipinos, lawyer and professor of Islamic jurisprudence at the University of the Philippines, and former commissioner of the Commission on Elections, Secretary Mehol Sadain, to join the panel while the appointment papers for the 5th Panel member are being processed in Malacanang.
We are back with a team that has worked tirelessly with the different agencies the last three weeks.Team GPH includes our observers sitting here today, our Senior Police Adviser Police Chief Superintendent Noel de los Reyes, and GPH’s chair of the CCCH, Brig. Gen. Jose Gilberto Roa. Tomorrow we will be joined by no less than Lt. General Emmanuel Bautista, commanding general of the Philippine Army and Philippine Ambassador to Malaysia, H.E Eduardo Malaya.
The wide range of government offices involved in our meetings here and in the Philippines indicates the high level of support the peace process with the MILF enjoys in the whole government under PNOY’s leadership.
It reflects the firm determination of the bureaucracy, through the crucial coordinative and kulit-ative role of the Presidential Adviser on the Peace Process Teresita Quintos Deles, to finish the work. That is, to finish it well, with eyes wide open to the difficulties that then and now have confounded the negotiations, and with arms ready to embrace innovative solutions and practical approaches.
The Government’s Technical Working Group on Power-sharing is ready to complete with their MILF counterparts the text that will make up the Annex on Power-sharing.
Upi Mayor Ramon Piang, and Office of the Presidential Adviser on Political Affairs Undersecretary Chito Gascon and OPAPP Undersecretary Joe Lorena shall be navigating once more with their counterparts the three lists of allocation of powers. They will do this knowing that:
- the categories are not airtight nor strictly defined; and
- that all aspects of exercise of power are ideally practiced under the governing principles of cooperation, parity of esteem, autonomy and subsidiarity, check-
and-balance, the need to harmonize and to meet norms and standards, and ultimately the shared goal of ensuring the safety, welfare and the needs of the parts and the whole, especially in the face of natural disasters and dangers to national survival due to unusual weather disturbances brought about by climate change and the wanton exploitation of God’s or Allah’s gifts to humankind.
In previous meetings, the Government’s Technical Working Group on Wealth-sharing had shared with their MILF counterparts all the relevant data that reflect the challenges to the reconstruction and financial sustainability of the future Bangsamoro.
This week, NEDA Region 12 Director Lourdes “Babes” Lim, the Department of Finance’s Bureau of Tax Director, Trinidad “Ning” Rodriguez and Assistant Secretary of the Department of Environment and Natural Resources Anselmo Abungan are ready to continue collaboration on drafting a working text that will lay down the parameters for short to long-term economic sustainability of the future Bangsamoro.
Given the development needs and fiscal realities in the region, achieving a good measure of economic viability and fiscal autonomy for the long haul cannot but happen in a gradual and phased manner. The Government is ready to give all the support necessary to jumpstart the process.
Our able and most studious Technical Working Group on Normalization look forward to once again shake the hands of their counterparts. Led by the Deputy Director General of the National Security Council, Zenonida “Zen” Brosas, the other the members of the government’s Technical Working Group on Normalization for this round are: Colonel Francisco Ariel Felisidario, representing Senior Military Adviser of the GPH General Crescencio Ferrer; and alternate members from the OPAPP, Undersecretary Luisito Montalbo and incoming Assistant SecretaryJennifer “Apple” Oreta.
Decommissioning of combatants and weapons we understand very well is normally what any armed revolutionary group fears to tread.
There is fear of being left defenseless in a landscape populated by so many other armed groups and individuals.
There is uncertainty of combatants and their families of what future awaits them under a new phase where different skills, trainings and orientation would be needed; where protection shall be weaned away from reliance on the barrel of the gun toward faith in what the power of communal efforts, nonviolence and resiliency can achieve for individuals, families, communities and the Bangsamoro at large.
There is insecurity that the reforms anticipated would be stalled; that the political commitments fall behind the road map that both parties have plotted; that even good intentions would be waylaid by insidious agents of the unacceptable status quo.
It took a mature social movement like the MILF:
- To learn from experiences around the world that ultimately, the choice of peace would mean putting beyond use the need for arms and the use of political violence to achieve political ends.
- To strategically envision the transformation of an armed movement into a socio-political force able to mobilize communities for social and economic development.
- To have the courage to take the risk to navigate previously abhorred, unchartered terrain such as the legislature, governance and election. To be able to stand up, act, implement and compete fair and square over ideas, programs under the precept: may the best man, woman or party win.
This courage and maturity, government will meet with reciprocity. Our processes may be bogged down sometimes by the bureaucratic maze that involves any paper work or the system of check-and-balance that are imposed on us and with due diligence, that we also impose on ourselves.
But we should not be discouraged by seeming insurmountables.
Among Tausugs, there is a saying: “In maksud mahunit, makawa landu in halga.” As translated by Usec Joe Lorena, “Ang bagay na kinuha ng mahirap, marami ang makikinabang.” In English, from something achieved the hard way, many will benefit.
Let us not lose heart, forgetting the forest, as we walk through the trees.
In the same spirit of reciprocity, we anticipate the difficulties that the MILF will have to face similar to other vibrant organizations that went through a paradigm shift before.
There will be recalcitrants inside: mga pasaway sa organizational command at disiplina ng mga pinuno ng MILF. There will be malcontents to the gradual and evolutionary approach that we have taken.
Outside, there will be one too many agitator, those who will invoke religion, ethnicity, nationality, constitutionality and so on, NOT in the sincere desire to contribute to peaceful, progressive and inclusive reform, but to provoke violent dissent or to advance personal interests.
All these humps and bumps, roadblocks, diversions, pitfalls we will be able to overcome if we remain honest and committed to the partnership, a partnership that is not only between the Government and the MILF, but for our peoples. May our trust and friendship grow, glow, go forth and multiply by three dozens, from today 12-12-12, Insha’llah.
