Cotabato City (July 09, 2020)—The Bangsamoro Government’s Ministry of
Basic, Higher and Technical Education (MBHTE-BARMM) announced on
Thursday, its humanitarian assistance for the provisional teachers and
temporary employees affected by the cease and desist order issued by the
ministry.
Under Memorandum Order No. 154 released by MBHTE last March
11, ‘Provisional Appointment as defined in the 2017 Omnibus Rules on
Appointments (ORA) and Other Human Resource Actions (OHRA) (Revised July
2018) shall not be effective beyond the school year during which it was
issued.’
MBHTE Minister Mohagher Iqbal said
the BARMM will allot a sum of Php190,980,000.00 for the laid-off
teachers and incoming applicants as contractual services.
“These
provisional teachers will be re-employed [if they wanted to] with a
salary of Php15,000.00 per month and some additional Php5,000.00 annual
funds for administrative assessment activity,” Iqbal said.
Part
of the allotted budget include appropriation of P10-Million for
free-LET review for the provisional teachers; request the Professional
Regulation Commission (PRC) to conduct special examination for teachers;
and, as approved by the Office of the Chief Minister (OCM), will hire
them for one (1) year as contractual of services.
Iqbal said that the kick-off for employment for contracts for service will start on August 24, as the new school year begins.
“Hopefully,
in one year, all of them will be able to pass the LET exam and the
ministry ensures the automatic change of their status from provisional
to permanent effective immediately after passing the licensure exam,” he
said.
Earlier, a group of provisional public
school teachers and employees held a ‘peaceful rally’ in front of BGC,
appealing to Minister Iqbal to recall Memorandum Order No. 154 Cease and
Desist Order.
Minister Iqbal said that the
ministry will provide humanitarian consideration for the affected
teachers and employees, since there is no more legal recourse to grant
them the status of permanent appointment.
These
provisional teachers and employees under temporary status had their
term expired and are requested to ‘cease and desist’ from rendering
their service effective last May 31, 2020.
However,
the MBHTE have provided the provisional teachers with their salary last
May 31, as well as ERAA allowance amount Php10,000.00 and a mid-year
bonus of more than Php20,000.00.
Iqbal said that MBHTE
welcomes the rally of the provisional teachers as they were just
exercising their constitutional rights. He further said that the
ministry is open to dialogue with its employees regarding their issues
and concerns.
Meanwhile, MBHTE will be pushing
its Learning Continuity Plan (LCP) methods for the ‘new normal’ setup of
education today, such as distance learning, home-based learning, module
learning, and blended approach, depending on the available resources in
the area.
