BTA holds consultation on the Proposed administrative code with LGU’s

SULTAN KUDARAT, MAGUINDANAO (AUGUST 19, 2020)- The Bangsamoro Transition Authority (BTA) conducted yesterday, August 19, a consultation on the Bangsamoro Administrative Code (Cabinet Bill No. 60) with the local government units of the Bangsamoro Autonoous Region in Muslim Mindanao (BARMM).  
 
The aims of the long-awaited crafting of an administrative code are to define the mandate, jurisdiction and functions of agencies under the BARMM.

There were 5 who attended physically, while 12 panel members via zoom or a total of 17 members who participated. Joining them were 60 representatives from different field offices participated via zoom.

The said consultation was presided by the committee panel chair, MP Atty. Raissa H. Jajurie. 

Due to the unavailability of the Attorney General Atty. Sha Elijah Dumama-Alba, MP Jajurie reminded every member and representative to make a position paper. 

Several issues, concerns, observations, and recommendations raised during the consultation, such as:

The Basilan Provincial Administrator asked on how to settle or organized the devolution of certain offices such as Provincial Office of Agriculture, Fisheries, and Agrarian Reform, Provincial Office of Social Services Development, and Provincial Office of Health? 

Lanao Provincial Administrator Atty. Allan G. Panolong mentioned about provision on Council of Leaders mentioned in the Bangsamoro Organic Law (BOL).

He said there are no clear enumeration of functions that they have to perform to strengthen the relationship especially with the Provincial Governors because they are in- charge of shaping the future of Bangsamoro Government. 

Atty. Panolong also observed that there is no office mentioned in the BOL that will take charge of our energy. Bangsamoro is a source of abundant energy, he said. Revisit or if there’s a need to create an office that would look into the restoration of our energy. 

He also said there was no mention of Healthcare or Social Health Insurance. Bangsamoro Youth Commission; no mention of specific duties and functions. Provision of engagement of LGU constituents in terms of performance of services.

On the past of Gov. Abdusakur M. Tan of Sulu, he suggested to re- occupy the Cabatangan, a barangay in Zamboanga City owned by the then ARMM, and create a sub-office. 

The Administrative Code (BAC) is one of the priorities that the BTA should enact pursuant to the provisions of the Republic Act 11054 known as the Bangsamoro Organic Law (BOL). 

The public consultation on the Administrative Code started last Friday, August 14, 2020, at BPDA Conference Hall, Bangsamoro Government Center. It was also chaired and facilitated by MP Atty. Jajurie, and was composed of three series of dialogues- with local government units, members of the cabinet, and experts. 

Guests and resource speakers were invited to solicit their observations, and recommendation to be able to expedite its enactment.
