The Royal Norwegian Government hosted and facilitated the meeting. The GPH Special Representatives were Secretary Ronald Llamas, Presidential Adviser for Political Affairs, GPH Negotiating Panel Chairperson Alexander Padilla, Efren Moncupa, GPH Panel Member, Undersecretary Chito Gascon (OPAPA) and Director Maria Clara Munsayac-Villarta, GPH Panel Secretariat Head. The NDFP Special Representatives were Prof. Jose Maria Sison, Founding Chairman of the CPP, NDFP Negotiating Panel Chairperson Luis Jalandoni, Fidel Agcaoili and Coni Ledesma, NDFP Panel members. They were assisted by Vicente Ladlad, Political Consultant, Edre U. Olalis, Legal Consultant, Ruth de Leon, NDFP Panel Secretariat Head, and Rosario Agcaoili, staff. The Royal Norwegian Government as facilitator was represented by His Excellency Ambassador Ture Lundh who was accompanied by Senior Adviser Sverre Johan Kvale and Adviser Linn Kaja Rogstad. 1. The GPH and NDFP Special Representatives agreed to carry on the discussions pertaining to the following subjects: 1.1. Common declaration of national unity and just peace 1.2. Further upholding national independence, democracy and human rights 1.3. Committee for National Unity, Peace and Development 1.4. Agrarian reform, rural development and national industrialization 1.5. Truce 2. As earlier agreed upon, they confirmed the nationwide ceasefire from December 20, 2012 to January 15, 2013. 3. CPP to Aquino: Issue reciprocal ceasefire order, or else...

UPDATES DECEMBER 28, 2012 --------------------------------------------------- links: http://theprwcblogs.blogspot.com/2012/12/cpp-to-aquino-issue-reciprocal.html#more CPP to Aquino: Issue reciprocal ceasefire order, or else...Information Bureau Communist Party of the Philippines December 27, 2012 The Communist Party of the Philippines (CPP) today demanded that the Aquino regime immediately order an extension of his earlier ceasefire declaration to reciprocate the one issued by the CPP Central Committee a week ago, in accordance with an agreement forged in a meeting on December 17-18 in The Hague, The Netherlands between special representatives from the Aquino government and special representatives of the National Democratic Front of the Philippines (NDFP). The temporary ceasefire covering the period from December 20 to January 15 was agreed upon to create favorable conditions for the resumption of peace talks in January. It was contained in a joint communique dated December 18 and authenticated by Ambassador Ture Lundh, special envoy of the Royal Norwegian Government to the NDFP-GPH Peace Negotiations. A ceasefire order for the said period was consequently issued by the CPP Central Committee on December 20. The National Democratic Front-Mindanao had by then already declared a ceasefire from December 5 to January 3 to units of the New People's Army (NPA) in the island's calamity-stricken areas to allow for unhampered relief and rehabilitation work and facilitate the NPA's own efforts to assist the victims, especially the impoverished masses in the guerrilla zones. The CPP's ceasefire order extends the ceasefire period of the revolutionary forces in Mindanao to January 15. "More than a week has passed and Aquino, as principal of the GPH and commander-in-chief of the Armed Forces of the Philippines, has yet to issue a reciprocal ceasefire order that would extend his earlier declaration covering the period from December 16 to January 2," pointed out the CPP. "Aquino's failure to promptly issue his own unilateral ceasefire order in accordance with the agreement reached between the NDFP and his government's special representatives raises serious questions about his government's sincerity in pursuing peace negotiations. If he does not issue a corresponding ceasefire declaration soon, the CPP and the NDFP would have to consider the option of cutting short the duration of its unilateral ceasefire order." "Compounding the regime's failure to reciprocate the CPP's extended ceasefire declaration, the AFP continues to brazenly commit human rights violations in outright disregard of its own Yuletide ceasefire order," pointed out the CPP. The CPP cited the arrest and torture on December 21 of five residents of Mulanay, Quezon by elements of the 74th IB. The victims are being falsely accused of being NPA members. The CPP also cited the reported arrest last December 25 of Filemon Mendrez in Manjuyod, Negros Oriental. Mendrez is said to be among those listed in the DILG's secret list containing the names of 235 alleged leaders of the revolutionary movement which serves as a virtual Order of Battle for the AFP and other state armed agents. "Despite its own ceasefire declaration, the AFP continues to carry out counter-guerrilla operations under the guise of peace and order operations. AFP soldiers continue to set up checkpoints and maintain an armed presence in communities to conduct intelligence operations and intimidate the people, in pursuit of the AFP's Oplan Bayanihan war of suppression."

Maguindanao town holds huge advocacy on Framework Agreement

December 26, 2012 News:Nearly 15,000 people, mostly Moros, from the
provinces of Maguindanao, North Cotabato, Sultan Kudarat and Bukidnon
attended what organizers called “Centralized Advocacy on Framework
Agreement on the Bangsamoro” at Pagulangan, Maguindanao last December
24, 2012.
Pagalungan where MILF Camp Rajahmuda is situated, was the native
place of Bangsamoro revolutionary leaders like Datu Udtog Matalam who
founded the Mindanao Independence Movement (MIM), the late Salipada
Pendatun, one of the founding members of the Bangsamoro Liberation
Organization (BMLO), and Salamat Hashim, the late MILF Chairman. It was
the provincial capital of the former Cotabato Empire province from 1967 -
1973.
Hon. Mayor Datu Norodin Matalam together with his council, in
coordination with BIAF and MILF political committee in the area,
spearheaded the information activity.
Eastern Mindanao Front Commander Jack Abas explained the rationale of
the program: “This advocacy aims to provide correct reading, proper
understanding and providing clear direction to the 40 year-old MILF led
Bangsamoro struggle. No other than the FAB crafter is invited to provide
clear and firsthand information.”
“I am repeating to you, BIAF members, the follow-up order from our
Chief-of-Staff Sammy Al-Mansour to refrain from public displaying of
your guns and fatigue uniforms because it is disrespect to the
organization”, he ended.
International Monitoring Team (IMT) Deputy Head of Mission Gen. Dato
Mohd Zulkafli thanked the participants whom he observed remained very
happy and optimistic since the signing of the FAB.
He reiterated that IMT’s mission since its inception in 2004 is for
people to live peacefully without conflict. “2012 is the most
significant year for the Bangsamoro people because FAB is signed. Now BM
people could live in prosperity and live in a peaceful life”, he
explained.
“With the FAB signed IMT will stay until 2016. Be patient, follow the
instructions from the Central Committee because you’re almost there…
have faith in them… that is what the Central Committee wants now… Don’t
waste the situation… Don’t take matters to your hand”, the General
appealed.
Von Al Haqq MILF CCCH Chairman and BIAF spokesperson said, “FAB
signing doesn’t mean that MILF CCCH work would cease to exist. Nay,
ceasefire mechanisms would still be strengthened because in this
situation the whole world is looking at MILF especially international
communities, so that they would be able to witness that MILF
particularly BIAF is very strict in adhering to policies. Ceasefire is a
policy... Ceasefire is still holding and very effective in the ground”,
he pointed out.
Welcomed by chanting of Allahu Akbar (God is great), MILF Central
Committee on Information and Chairman of its negotiating panel since
2003, Mohagher Iqbal, explained the Bangsamoro gains in this signed FAB.
“My part is a very difficult task because I need to balance
transparency and confidentiality in order to be understood properly”,
Iqbal told the crowd.
“Since MILF started negotiating with the Philippine government in
1997, both parties already signed more than 90 documents, and marred by
bloody wars the biggest of them were on 2000, 2003 and 2008. Negotiation
is useful because GPH and MILF are in common belief that no parties can
win the war in the battlefield. In this case, negotiation becomes the
practical way and win-win approach in solving the problem”, he
explained.”
Among the gains in the FAB, Iqbal highlighted, are acceptance of
Bangsamoro identity, political empowerment of the Bangsamoro people,
economic empowerment, as well as social and cultural empowerment.
“To assure that we are in the right track and the negotiation ends
successfully, we have instituted safeguards: both panel will still exist
to the last item of the talks; meaning, they would not be abolished; no
unilateral implementation of the agreement; there would be third party
monitoring; there shall be an organized joint normalization commission,”
Iqbal explained.
He told the people that he believed President Benigno Aquino III is sincere in resolving the peace in Mindanao.
Sultan Kudarat Mayor Hon. Datu Ahmed Tucao Mastura said, “This activity symbolizes that peace is taking legitimacy in Mindanao”.
He then appealed to others who are not authorized to speak FAB in the public to stop doing it because they would mislead people.
“I challenge you Bangsamoro especially the datus (traditional
leaders) living in the core territories to help the government and the
MILF in campaigning for FAB’ acceptance in the areas of Sultan Kudarat,
North Cotabato, Lanao del Norte, portion of Bukidnon as far as Palawan
so that they would be able to know that FAB is for all”, he ended.
Former Maguindanao Congressman Datu Jimmy Matalam, urged Bangsamoro
to support FAB because it was a product of hard negotiation and it is
good agreement.
“I studied it very well and I found it to be good for our people,” he told the audience.
Ustadz Rahib Pantog, MILF Shariah head of its Ligawasan province, gave the closing prayer.

GPH, NDF agree to nationwide ceasefire; continue talks under Special Track
Posted on Thursday, 20 December, 2012 - 10:39The two parties which met on December 17-18 at The Hague agreed to continue discussions on several issues including a possible truce. The meeting was facilitated by Ambassador Ture Lundh of the Royal Norwegian Government.
"We agreed to discuss the forging of a Common Declaration of National Unity and Just Peace, which upon signing by the Parties will trigger the immediate implementation of a truce," government chief negotiator Alexander Padilla said.
Both sides agreed to exchange comments on their respective drafts of the Common Declaration and to meet early next year to work towards its finalization.
According to the press communiqué signed by Lundh, the parties likewise agreed to resume talks on “further upholding national independence, democracy and human rights; committee of national unity, peace and development; agrarian reform, rural development and national industrialization.”
The issue of prisoner release was not discussed during the meeting on the Special Track.
"The GPH (Government of the Philippines) reiterated that this (prisoner release) is not a proper subject of the Special Track which should not be burdened by any preconditions as earlier agreed by the Parties," Padilla said.
It may be recalled that this issue has caused the impasse in the peace negotiations for the last two years.
Meanwhile, Deles extended her gratitude to the Norwegian facilitator.
“We thank the Royal Norwegian Government for its untiring efforts in supporting the peace negotiations.”
Joining Padilla were Office of the Presidential Adviser on Political Affairs (OPAPA) Secretary Ronald Llamas, peace panel member Efren Moncupa, OPAPA Undersecretary Chito Gascon, and GPH panel secretariat head Carla Villarta.
