NPA Landmines Recovered in Barangay Road, Endangering Civilians
Mabini, Compostela Valley Province -
Two (2) 3-kg landmines of the New People's Army with 72-meter electric
wire laid in a concealed area along the barangay road of Purok 3,
Barangay Pangibiran, Municipality of Mabini at around 8AM of August 17,
Saturday. One resident from informed the squad of 71IB personnel
patrolling along their battalion headquarters to Mabini National
Highway.
Immediately after the report, the
area was cordoned by the 71IB personnel for the safety of passersby and
motorists while said landmines were recovered from the area by the EOD
team. By 10AM, the area was secured from said 2 landmines along with the
72-m flat cord (firing wire) and two blasting caps.
This is another showcase of the
NPAs' extreme defiance of the Comprehensive Agreement for the Respect
for Human Rights and International Humanitarian Law (CARHIHL) where it
is specifically stated in Part 3, Aticle 2 Paragraph 15 that landmines
should be banned, says LTC Jerry Borja, the Battalion Commander of the
71st Infantry Battalion.
In a statement, Major Jake
Obligado, the Battalion Commander of the Army's 10th Civil Military
Operations Battalion, he said that last February 13, 2011, three
innocent civilians were killed in a landmine attack by the NPAs in
barangay Libay-libay, Maco of the same province. Another landmine
exploded in the school stage of Tibungol Elementary School, Panabo City
last August 11, 2011. And, In September 1, 2012, the Paquibato Circus
bombing happened where a grenade was thrown by the NPAs in a Circus show
in Barangay Fatima, Paquibato District Davao City. It injured 55
innocent civilians including infants, minors and elders. The incident
was condemned by the residents and local officials of Davao City. The
NPAs are just considering the civilian victims as collateral damage to
the terroristic and criminal acts they commit. These criminals do not
mind the safety and security of the community who lives peacefully in
their respective localities, he added.
